The Southbound overland train No. 15, from Portland, was held up last night at the water tank at Copely, In the Sacremento can yon, north of here. The number of the robbers Is not definitely known. After stopping the train their demand to be admitted to the express car was refused. Thereupon, Express Messen ger O'Neill was shot dead. The high waymen then dynamited the big safe, incidentally blowing out the side of the car. After securing the contents, the amount of which is not yet known, they cut off the front portion of the train, ran It to near Keswick, left it there and took to the hills. For some weeks past dilllculty between the marine engineers and the owners of vessels plying along the coast has been threating to tie up all steam vessels. The owners have thus far refused to give in to the demands of the union and a general strike of the engineers and firemen has been ordered. Elocutionary Contest, An elocutionary contest between the pupils of the Roseburg public school is to be held at the opera house Friday evening, April 15th. Three medals will be awarded to the winners In the primary, intermediate and advanced divisions, respectively. The first, sec ond and third grades constitute the primary division; the fourth, fifth and sixth, the intermediate division; and the seventh, eighth, ninth and tenth, the advanced division. There will be one representative from each room. A dispatch to the Times last night says Admiral Togo, commanding the Japanese fleet operat ing before Port Arthur, was killed by fire from the Russian batteries during VICE ADMIRAL TOGO, IN COMMAND OF JAPAN'S YELLOW SEA FLEET. an attack on that place Wednesday ev-1 ening. The loss of Admiral Togo will '. be severely felt by Japan as he was one of the ablest officers ou the service. He fought with distinction during the Japan-Chinese war. Admiral Togo will probably be succeeded by Vice Admiral Kumlmura, second In com roand of the Port Arthur fleet. VLADIVOSTOK IIOMIIARDED. A dispatch says the city of Vladivos tok was again bombarded by the Japan ese warships, this time with heavy loss. Japanese troops were also landed and an attack by this force is hourly ex pected. The Japs have cut off alt rail road communication to the city and the garrison will soon be suffering from a shortage of supplies. AMKR1CAM FLAO FIRED OS. A newspaper dispatch boat flying the American flag was fired on yesterday by the Russians, near New Chwang, and the masts were shot away. The Russian commander reported the mat ter to bis government, saying It was the result of mistaken orders. The Czar wilt order an apology to be made. "There will be no changes in either the Portland otllces or the Salt Lake ottlces," said General Manager E. E. Calvin of the O. "All the changes which will be made have been announced and they will go into effect tomorrow. In the personnel of the local otllces there will be absolutely no change. "Asa matter of convenience in oper ation, however, the Southern Pacific will be embraced within my jurisdic tion, though the two roads will be en tirely separate In management and in operation. Mr. Koehler will merely report to Chicago through me Instead of to San Francisco as heretofore. There will be no combine of the two otllces nor any changes in the men whu are employed." AGAINST A WAGE REDUCTION There Are 13,500 Miners Idle and the Fight May be Long and Bitter. Des Moines, Iowa, March 31, Thir teen thousand five hundred miners in this state went on strike this morn ing on account of the proposed reduc tion in the scale of wages. Every mine in tbe state is closed. The scale com mittee met this morning and perfunc torily annouueed tbe result of their dis agreement with the operators, who now claim thoy will reopea only on open principles. Half a million tons of coal are on hand) and the men have $80,000 in the treasury. The prospects are for a long and bitter fight against the reduction of the scale. Factory Girls Killed. Pcuanton, Pa., March 31. Six per sons were killed and five injured, some fatally, In a terrific explosion in the EHckson-Squib Company's factory at Prlceburg at eleven o'clock this morning. Rapp, R. K. Sanctuary's Addition to the city of Roseburg will be the name of one of our suburbs, which has been platted and subdivided into lots. The lots will be 35 in number and of an average size of 42 by 125 feet.
