SOME CASUALTIES RESULT Russian Battleship Damaged While Maneuvering Korea So Longer Neutral. Special to Evening Review. London, March 30. An attack was made by Cossacks yesterday upon the Japanese land forces near Cheng Ju. They failed to dislodge the Japs and were compelled to retreat. Three Cossacks were killed and twelve wound ed. Among the wounded were three Russian officers. The Japanese losses are thought to be quite heavy. Another heroic attempt to bottle up the Russian fleet at Port Arthur came very near attaining that object. RUSSIANS ASSUME CONTROL. The correspondent of the Times at New Chwang cabled under yesterday's date says: "The Russians today or dered the American flag on the corres pondents' Mess to be hauled down. The proclamation of martial law com pletely paralyzes the whole commerce of thlB port." BATTLESHIP DAMAGED. ST. Petersuuro, March 30. Pri vate dispatches received here stale that during the recent maneuvers In the Inner harbor at Port Arlhur the Russian battleship Petropavlosk col lided with and seriously damaged the battleship Sebistopol. KOREA NOT NEUTRAL. The Russian government has issued a declaration that after the recent Japan ese proceedings in sending special en voys to tho capital of Korea, and land- Jnff troops by the thousands on Korean territory, without prote-.t from that government, the ports of Korea can no longer be considered neutral. French Chamber of Deputies Passes Bill Suppressing Them. Paris, March 29. By the decisive majority ot 31li to 289, the Chamber of Deputies tonight passed the govern ment bill for the suppression of ail forms of teaching by the religious 01- the unau- whlch bad nut tne new law does not make any distinction between authorized and un authorized congregations, but sweeps away the whole fabric of teaching by religious orders, thus in effect substi tuting the state schools for those here- to fore conducted by the orders. The bill forbids all teaching by tht religious orders in the territory of France Drone r. and nrovidea for the leach. v The existing congregations are pro hibited from recruiting new members, and their novitiates are accordingly auppressed at once, with the excemion . tomptto evade these provisions. Ekblisofn. UP THE COAST Santa Fc Railroad is Heading For Portland, A COMPLETE COAST SYSTEM Announced to he the Ultimate Purpose - of the Managers of ' That Company. San Francisco, March 29, Vice President Kenna, of the Santa Fe, and his party will leave this city tomorrow for Eureka, California, and inspect the Santa Fe properties there. While the Santa Fe otlicials will not acknowledge the ownership of the North Shore rail mad, it is well known that that company has control of the latter and that Mr. Kenna's trip moans that the work of connecting Eureka with this city, will rapidly advance. From Inside sources comes the more important news that the law depart ments will soon be at work In efforts brought by the Santa Fe to clear a right of way to points further north, with tbe ultimate object of reaching Portland. When Interviewed this morning Vice President Kenna baid: "My company is desirous of having a complete system on the coast and it will have It. This is all I am at liberty to say at present." A complete story of the growing im portance of the Santa Fe to the Paoltlc coast would fill large space when tak ing Into consideration those things con templated. At present it operates an oriental line of steamers from San Diego, and intends to extend the service north to Portland, and with its new railroad line tap the rich districts in I Western and Southern Oregon.
