The first town election under the
new municipal organization passed off
very quietly, Monday. A full set of
new officers were elected and they
have all entered upon their duties.
The total vote cast about' equalled that
cast a year ago, though there were a
few voters who did not get out to the
polls. Following is the vote:

Proposed Improvement of
Stephens street. Notice is hereby given
that at the meeting of tbe 'common
council of the City of Roseburg, Ore.,
held on the 1th day of March, 1904, the
following resolution was adopted: Re
solved that the common council of the
City of Roseburg, Ore., deem it expe
dient and proposes to improve Stephens
street, beginning at the south line of
its boundary where ltnterseotsMosher
street, thence continuing south to the
extreme southern end of said Stephens
street, where the same Intersects Rice
street in the 4th Southern Addition to
Roseburg, Oregon, in the following
manner, towlt: (1) That the street be
reduced longitudinally to a uniform
grade to be established by the City Sur
veyor. (2) That the cross section of
the Burface be curved from an elevation
of eighteen inches above the grade In
the center to the edge of the gutter at
each side. (3) That the sides of the
street be entrenched for gutters to
carry off the surface drainage, with
lateral gutters at convenient discharge
points. (4) That the expense of said
survey and ' Imorovement be ajueMArl
upon the property owners adjacent as
provided by the City Charter, upon the
property especially benefitted thereby.

directed to give notice of the proposed
