Berlin, March 21. The Tageblatt
today publishes a dispatch saying that
the town of Kleran,. Russia, has been
destroyed by Are. The loss includes
600 houses, churches and synagogues.
Five thousand people are rendered
homeless.

NO LAND BILL
Will Get Through Congress at
This Session.
BY MUTUAL UNDERSTANDING

Washington, March 19. Convinced
that Congress will not, at the present
session, amend the public land' laws in
a way to shut off fraudulent operations,
as recommended by the Publie Lands
Commission, the Interior Department
has determined to take advantage of
the present laws, and to construe them
In such way as to minimize fraud. Ear
ly la the session hope was entertained
that the Umber and stone act would be
modified or repealed, and the lieu land
law robbed of lis vicious features, but
there now appears to be no chance of
securing remedial legislation of thiB
character. In fact, it turns out that
the Quarles bill repealing the timber
act and authorizing the sale of public
timber to the highest bidder was only
pawed through the Sonate after a deal
had been made with influen tial mem
bers of the House committee on public
lands to smother the measure when it
reached them.
The same fate awaits tbe Mondoll
bill, modifying the lieu land law, if tt
passes the House and reaches the Sen
ate committee.

ANOTHER LIVERY DEAL.
Kelly, Banks and Barnard Now Own
Two Stables and Stage Lioe.
Chas. P. Barnard has sevored bis
business connectiODB in Eugene and will
be once more eugaged In the livery
business in Roseburg, beginning on the
Arst day of April, when the deal which
he made here last Saturday goes into '
effect. Previous to bis return to Cose- -burg,
Mr. Barnard was engaged la
conducting a livery stable at Eugene Id
partnership with Ell Bangs. These
gentlemen also jointly owned the Rose-burg-Marshtleld
stage line. Last
week Mr. Barnard exchanged his one
half interest to the livery for Mr.
Bang's one-half interest in the stage
line, thus dissolving partnerships.
Coming to RoBoburg, Mr. Barnard
then consumated a deal with Messrs
S. M. Kelly and John Banks, proprietors
of the Empire Livery and Feed Stable,
at the corner of Oak and Rose Btreets,
whereby each of these gentleman ac
quired a one third interest In the Btage
line and Mr. Barnard a ono-third In
terest In the livery. The trio then
purchased the livery business of Farber
and Davis, at t ho corner of Washington
and Rose Btreets, each taking an equal
interest.
Mr. Barnard will attend principally
to the stage line and use the stables ac
quired from Farber & Davis for bis
headquarters and for housing the stage
horses and vehicles.
The firm will do business under tbe
name of Kelly, Banks & Co. The en
trance of Mr. Barnard adds to Its busi
ness strength and Insures a continuance
ot the patronago originally built up by
Mr. Barnard and successfully main
tained afterwards by Messrs Kelly and
Banks.
Mr. Barnard went back to Eugene
Sunday to arrange for removing bis
family back to Roseburg to reside.
