London, March 11. A Chee Foo
dispatch reports another naval battle
was In progress at Port Arthur today.
The Russian torpedo boats and torpedo
boat destroyers made a swift sortie from
the harbor and attacked the Japanese
fleet outside. A torrlllc encounter fol
lowed, in which it Is reported that a
Russian torpedo boat destroyer and a
Japanese torpedo boat were sunk, with
all on board. The other assailants
then returned to the harbor.
RUSSIANS BURN VILLAGES
A i Tien Tsln dispatch states that
Chinese refugees who have arrived
there report having seen the Russian
forces retreating in Manchuria and
burning villages as they go. The Rus
sian and Japanese scouts met north of
Ping Yang yesterday, the Russians re
treating after a brief engagement. No
casualties are reported.
MORE OUTRAGES AT KISH1NEPF.
London, March 11. News of fresh
outrages against the Jewish popnlation
of Kishlneff, Russia, has reached the
Jewish Morning World, of this city,
from Bukovina. It is stated that a
mob paraded the streets, and then at
tacked the ghetto (Jewish quarter of
the city), driving the people Indoors
and sacking their stores and houses.
The Information details the fact that
many women were beaten and outraged
and it Is believed that some of them
were killed. Soldiers finally dispersed
the mob.

Candidate for Circuit Judge
Eugene, Ore., March 9. Judge E.
O. Potter, formerly County Judge, and
now chairman of the Republican county
committee, is an .open candidate for
the office of Circuit Judge of this
judicial district.
A Life Badly Started.
Burgess Catching, a 15-year-old boy,
plead guilty to a charge of larceny in
Justice Buchanan's court Thursday
afternoon. The boy is a son of Lou
Catching, a former resident of Riddle,
but now located at Angels Camp, Calif.
For the past few years,' the boy has
been thrown chiefly upon his own re
sources and was inclined to wayward
ness. Sentence has been suspended
pending a reply to word sent to bis
father, at Angels Camp, that if he will
advance the necessary funds, the boy
will be released from jail and sent to
him; otherwise the boy will have to be
committed to the reform school.
The boy committed the crime last
Saturday while employed as a wood'
cutter for Ransome Soper, at Glide,
eighteen miles east of Roseburg. He
stole 829 in money which belonged to
Soper's two younger sons, and then
decamped for Rtddle, where be has
relatives. The boy says he gave the
stolen money to a person there, and
District Attorney Brown has issued a
subpoena for the Individual, whose
name is not divulged. : .

Snowslide in Baker County,
Thursday, March 10.
Mr. P. W. Dillard, of this city, re
ceived a telephone message today an
nouncing; the death of A. C. Cox, in a
snowslide in the Cornucopia mining
district, Baker county, Oregon. The
accident occurred Thursday, March 10,
1004. No details were given. '
The deceased was a pioneer resident
of this county, being at one time city
marshal of Roseburg. He was famil
iarly known as "Cam" Cox, and was
about 57 years of age at the time of his
death. He is survived by two sons and
two daughters, Loren Cox, of Wilbur,
Marion Cox, of San Francisco, Violet
Cox, of Albany, Ore., and a married
daughter, (nee Alta Cox) of Baker
City. Ho was a brother of Jacob and
Geo. Cox, of Deer Creek, Mrs. F. W.
JAPANESE COMPLETING THE FUSAN END OF THE FUSAN
SEOUL RAILWAY.
Japan baa long owned a short railway line from Chemulpo, the port of
Seoul, to the city of Seoul. Borne time ago, seeing .that wnr was Inevitable,
they began the construction of a railway from Seoul to Fusnn, so that they
would have laud communication between ports on the two sides of the penin
sula. The illustration shows the Japs at work completing the last link on the
Fusan end of this road, which, It is expected, will be ready for business in a
very short time. Fusan and Mnsampho, on the Korean strait, will then be la
quick land communication with Seoul and Chemulpo, on the west -

The City Council Is holding a meet
ing behind closed doors this afternoon
for the purpose of adjusting, if possible,
the differences between Mayor Hoover
and Marshal Jarvis, as regards their
official relations to the board. The
council's action is prompted by a desire
to eliminate the objectionable contro
versies, due to the 111 feeling between
the two men, which occur with every
meeting, Impeding the transaction of
business.
The remains of Dan Cox, who was
killed by a falling tree near Kiddle
during the storm last Wednesday night,
will be brought to Hose burg on the
delayed local train, No. 12, which Is
expected here about ten o'clock tonight
No Inquest will be held, Coroner
Twttchell deeming It unnecessary.
The funeral will be bold from the resi
dence of his mother at 9 o'clock Sun
day morning, Rev. H. C. Allen offici
ating. The remains will then be taken
on the local train to Wilbur for inter-
ment.

Wilkesharre, Pa., March 9. More
than a million dollars worth of proper
ty has been destroyed by a Hood in the
Wyoming valloy and over 2000 families
are rendered homeless. Though the
river Is falling at Wilkesbarre tonight,
the towns in the vicinity of Blooms-
burg are experiencing the worst flood
in their history.
The Industries all along the Susque
hanna river from Plttston to Nanticoke
are closed down on account of high
water and In many places the water is
flowing into the mines.
At Plymouth the entire business sec
tion of the town Is under water. Ice is
gorged there and water backed up so
rapidly this afternoon that many fami
lies found it impossible to leave their
homos and are now living on the upper
floors. Communication by railroads
has been cut off.

Vancouver Will Not Enter.

Manager E. P. Preble, of the Van
couver Athletic Association, has de-
elded not to enter the Oregon State
Baseball League. A careful canvass of
the city has determined the fact that
Vancouver could not support four
games a week, which would be n acces
sary under the regulations ol tho
league. Another handicap Is the lack
of suitable grounds near onough the
city to permit the management of base
ball upon a profitable basis. As It
would take considerable capital to suc
cessfully enter, the manager does not
consider there Is sufficient assurance of
ample remuneration.
Mr. Preble is using all his endeavors
to form a league between Portland,
Oregon City. The Dalles and Van
couver.
(The news of Mr. Preble's action
ctme as a great surprise to the direc
tors of the floseburg baseball club, for
they had not the slightest Idea that
Vancouver would fall to enter the
league after the arrangements made at
tho recent meeting In Salem, and as
yet they cannot say what the ultimate
effect will be on the league organiza
tion. It would seem, though, that there
remains only the alternatives of Induc
ing Albany to reconsider its action and
makeup a circuit or give up the league
project for the present year at least).

audience in laughter, and he received
eight encores. Miss Fannie Curtis as
Blanche Preston did very good work.

Trains Still Delayed.
Storms continue intermittently In the
Siskiyous' and the Southern Pact tie
Company continues to send their trains
over only during the daytime, holding
them over night at Montague, Calif.
Thursday's No. 12, due here at 10:18
a. m., arrived that nightat 0:18 o'clock.
The overland of the same day, No. 10,
due at 11:15 p. m., arrived hern at 8:45
this morning. Today's No. 12 la not
expected here before ten o'clock to
night. A stub took its place, as usual,
this morning.
The slide which occurred at Wall
Creek, just south of the Siskiyou Tun
no 1, has been cleared away. The place
has given the company no end of
trouble for years. South of the tunnel
is a long fill across a gulch. The al
most Incessant rains of the past week
caused the earth to become saturated
and very unstable. Tuesday night the
fill gave way and a portion of it slid
down the gulch, leaving the track lia
ble. An examination of the slide
Bhowed that it could not be repaired
immediately so as to be solid and safe.
Consequently a crew was set to work
grading up a temporary track around
the slide. Rails will be laid as fast as
possible and the temporary track will
be used for trains to pass around the
obstruction, until permanent repairs
can be made.
