Reserve sub-' alterns and all the first-class reserve men of European Russia have been summoned to colors. A similar order has been issued for the naval reserves. Each will be armed and given six weeks of training before being sent to the front. A Vladivostok dispatch says all is quiet there, with no signs of Japanese warships to be seen. The inhabitants continue to leave, however. ABOUT PORT ARTHUR. Paris, March 4. St. Petersburg ad vices say a decisive move is expected soon by the Port Arthur Russian squad ron, now that Admiral Makaroff has arrived there. The torpedo boats are to be brought into action. Reports from Korea confirm the ad vices that the Japs have ceased debark ing troop: at Chemulpo, but are still landing soldiers at Chenampho,- where the harbor is free of ice. The landing of 2300 Japanese at Song Chin, Plakskln, Bay, Corea, Feb. 29, reported by Major General Pilug, Is believed here to be the origin of the recent reports sent out of the Japanese landing at Possiet Bay, and is considered to be an attempt to out flank the Russian advance from the Yalu river. ALSO FORTY-TWO CHILDREN Sensational Testimony Adduced in the Senator Reed Smoot Investigation. Special to Evening Review. "Washington, March 4. The hear ing In the Senator Reed Smoot case was resumed today. Smoot acknowl edges that he has been living In polygamy, and avows his be'lef in that principal, as one of the leading tenets of the Mormon faith. Washington, March 3. The august senate committee met again this morn ing and listened to the details in the investigation of the S moot case. Senator Chauncey M. Depew, of New York City, not content with his posi tion as exponent of Christian social laws, took occasion to interpose many remarks during the taking of testimony and In one Instance, probably forget ting himself, said: "This democratic form of government has been too liber al under past administrations In ques tlons of our social laws. Politics, as a business, ruins communities, republics and empires." The taking of testimony began with the examination of President Joseph Smith, of the Mormon church, who touched upon his personal affairs, -bis polygamous marriages to five wives and his family of 42 children. Chair man Burrows announced that in view of the oharge that the 12 apostles, of whom Smoot waB one, connived at and taught polygamy, the committee de cided it would Inquire Into the teach ings and practices of the apostles since September 20, 18IX), the date of Pros! dent Woodruff's manifesto against polygamy. Mr. Tayler asked a number of ques tions which brought out a statement from Mr. Smith regarding his own position under the laws governing polygamy. He acknowledged that he hud violated them continuously since the manifesto of 1810, and is ready now and always has been ready to face the laws of the land. Mr. Tayler asked: "Is cohabitation with a plural wife contrary to the rules of the church?" Mr. Smith asked and received per mission to make a statement and then answer the question in his own way. He spoke with great feeling and direct ness, jufit the reverse of his attitude on the stand at yesterday's hearing, saying: "In regard to the status of polygamy at the time of the manifesto, I want to say that after the hearing fcefore the Master of Chancery, I understood that we should abstain from relations with our plural families, and that rule was observed up to the time the enabling act went into effect admitting Utah as a state. The committee ruled that the testi mony bearing upon plural marriages of any members of the 12 apostlos, of which Mr. Smoot is one, is competent so far as it relates to such polygamous cohabitation since September 20, Mil), the date of President Woodruff's mani festo withdrawing the order of the churoh commanding plural marriages. . Senator Bevoridge stated that there had been a misunderstanding as to whether Mr. Smoot was being tried on the charges of polygamy and of having taken an oath incompatible with his oath as a United States senator. Now, he said,- it is apparent that these charges are not pending in tbls inves tigation. Senator Dubois dissented from the statement that there had been such a misunderstanding, and said that the real charge is that Mr. Smoot Is a member of the Mormon Hierarchy, which subscribes to vows in con II let with the laws of the oountry, and was bound to support such vows. "For the first time in fifty years," said Mr. Dubois, "the relations of this organization toward the United States are to be tried." The approaching presidential elec tion, and the fact that the Mormon church membership can control .the vole of Utah, and maybe the balance of power in Idaho and Wyoming, may cause those high In -the republican party management to "call oil" the committee from too searching an in vestigation.
