For Transporting Merchandise to and
From the U. S. Insular
Possessions.
Washington, March, 1. The Sen
ate today passed a bill requiring the
use ol American vessels in transporting
government supplies and took up a
bill prohibiting the use of other than
American vessels in the shipping of
merchandise to the Philippines ar.d
relieving the inter-island trade of the
Philippine Islands from the exactions
of the coast-wise laws of the United
States. -
The first mentioned requirement of
the latter bill is already in force, in
effect, but this measure enacts it in a
different form. The bill now pending,
ns introduced, provides it shall go into
effect July 1 next. This time may yet
be extended one year, on the protest
of the Oregon senators.

case, from a legal standpoint, is the
fact that had Zeigler been satisfied with
the sentence first imposed he might
now be serving a term of life imprison
ment in San Quentln. Not satisfied
with this sentence, and hoping that on
a second trial he could make good his
plea of temporary insanity, he was
granted a new trial. The second jury
took even a loss lenient view of his
crime than the first, and found bim
guilty of murder in the first degree.

was transferred into the new district
adjoining No. 1, created last January.
Allowance of Mrs. Sarah Bounds in
creased to $10 per month.
Allowance of $10 per month for three
months, made to Mrs. Mary J. Pugh, a
widow with five minor children, resid
ing at Yoncalla.
Petition for a county road from Ed.
Weaver's place, H miles southwest of
Myrtle Creek, to Riddle, denied be
cause the petition called for a road 30
feet in width, whereas the law requires
that a county road must be at least 40
feet wide.
Petition for a road from Myrtle Creek,
down the west bank of the Umpqua
river to Ruckles, continued to the May
term of court, because only two notices,
instead of three, as required by law,
were posted along the line of the pro
posed road. ' . .

sians abandoning it to protect the rail

London, March 3. A feeling pre
vails here that the war In the far east
may yet involve other powers. France
and England must move very carefully
in order to prevent this. It is main
tained here that the openlojr -of hostil
ities by Japan was a surprise to Eng
land, which government had tried to
avert the war.
It is believed here that despite her
peace protestations France Is about to
join In the hostilities, and that she has
sent secret detectives to the United
States and England to learn the state of
public feeling.

CENSORS NERY STRICT.
Portland, March 3. The oriental
liner Indravelll, which arrived last
night, brings but little news, from the
seat of war. It was stated by the cap
tain that war correspondents are not
allowed to go to the front, and the cen
sorship is very strict. Organized
bands of brigands are attacking the
Russian posts along the frontier. A
severe fight resulted in one instance
and six Japanese were found among
the dead. They had been fighting
with the brigands.

New York, March 2. The Hotel
Darlington, an uncompleted structure
thirteen stories high at 4(!th street near
Sixth, collapsed this afternoon. The
police report eight men killed and a
dozen injured. The police reserves
have been culled out and ambufances
summoned.

Later Fifty men were at work on
the building at the time, and of these
only ten were accounted for up to 3 p.
m. The others are In the ruins. The
workmen who escaped believe all are
dead.
