LONDON,March 2. The Japanese are
very active in rushing troops Into
Korea, one transport load being for
warded every day.
Reports from Port Arthur were cut
off for 24 hours and details of the latest
assault of the Japanese are unobtain
able. Uprisings are reported today in a
number of the Russian provinces and a
general revolt Is feared.
The peasantry is in a most dangerous
condition. Starving rustics, maddened
by excessive vodka (liquor) are plunder-
in? estates and murdering land owners.
The government has proclaimed a
miner state of siege and a mild form of
martial law in fifty-three of seventy
one provinces in European Russia.
The Yang Tse squadron is on a war
- footing. The Japanese advance in
Korea continues and a large body of
Russians is approaching the Yalu and
are expected to arrive today. Their
advance guard was there yesterday.
TALK OP INTERVENTION.

powers to stop the war.
It was learned this evening on the
highest diplomatic authority that no
overtures have been made to Japan or
Russia relative to mediation, as was
reported from Paris. If such over

and prsslbly agree if assured her- vital
interests be sufficiently protected:

THE JAPANESE VIEW.
Tokio, March 1. In regard to the
charge of Russia .'.hat Japan violated ail
International regulations by opening
hostilities before making any formal
declaration of war, the officials here
call attention to the fact that Japan
notiSed Russia that she would termi
nate negotiations unless there was some
indication of compliance with the con
ditions set forth in her final diplomatic
note. As this independent action vir
tually meant the opening of hostilities,
a formal declaration of war was
deemed unnecessary. In fact the offi
cials here are firm In the belief
that Russia never wanted peace that
her demonstrations In this line was
only a pretense, and that under cover
thereof active preparations for war
were being made.

County Court in Session.
The regular March term of the
county court for Douglas county is now
in session with County Judge M. D.
Thompson and Commissioners A. E.
Nichols and J. G. Young in attendance.
No orders have yet been made, the
time being necessarily spent la the ex
amination of bills and petitions.
Wm. J. Kelleher was in town today
and presented a petition to the county
court for a county road between Drain
and Kelleher City.' It was signed by
nearly all the residents In the vicinity
of the proposed road.

Salem, Or., March 1. The supreme
court this afternoon decided the case of
J. K. Boyd, respondeat, vs. F, I. Dun
bar, secretary of state, appellant, from
I Multnomah .county, Sears, judge; case
reversed, uptmon oy Justice Juean.
This was a suit to compel the secre
tary of state to draw a warrant for
$129.50 for services as an Indian war
soldier. The court recites the facts of
the appropriation made for the payment
of the veterans' claims, and holds that
when the appropriation was exhausted
the secretary had no authority to audit
and pay claims of veterans, no matter

Culture Club Musicale.
The Mental Culture Club of Rose
burg held one of their fine musicales
at the comuiolious home of Mrs. Wm.
R. Willis Tuesday afternoon. The
tastefully arrayed palms and ferns of
Mrs. Willis, and the numerous boquets
of yellow daffodils placed here and
there, gave the reception parlors a
handsome, spring-time appearaone.
Tea was served by Mrs Willis, her

Search Given Up.
So far as Coroner Twitchell is con
cerned In behalf of the county, the
search in the river Is ended, for the
body reported to have been Been by
W. H. Llndsey, floating past Roseburg
last Saturday. This morning Coroner
Twitchell received word over the tele
phone from Umpqua Ferry that the
searching party of four men who were
sent out from here Monday afternoon,
had reached that place without having
discovered the body. The searchers
have been directed to return to Rose

Washin-gtox, March 1. Senator
Gallinger today introduced- a bill in
creasing the salaries of the executive
officers of the Government and also of
Senators and members of the tHouse of
Representatives. The bill llxes the
following scale: V
President, "5,000; Vice-President,
$15,000; Speaker of the House of Rep
resentatives, $12,000; members of the
Cabinet, $15,000 each; Senators and
members of the House, $8000 each.
The bill provides that the new salaries
shall take effect March 4, 1003.

Dick, of Akron, was today elected to
t he United States Senate to succeed the
late Marcus A. Hanna.

Fourteen Lives Lost.
Skattlk, Wash., Fob. . The Pa
cific Coast Steamship Company's San
Francisco-Seattle steamer Queen, north
bound, caught fire Saturday morning
at sea, near Tillamook light, 30 miles
off the Oregon coast. A total of 14
persons are dead. Three of this num
ber were burned to death, ten were
drowned and one died from exposure.
After heroic work on the part of tho
ofllcers, crew and the passengers, the
ship was saved. She arrived at Seattle
ut 5 o'clock yesterday afternoon. Her
entire aft part Is burned. The loss has
not been estimated by the Bteamahip
company. The cargo was saved, but
many passongers lost all of their ef
