FIGHTING AS GUERRILLAS According to a Treaty France Must Aid Russia if Two Powers Oppose Her. Special to Evening Review. London, Feb. 27. Advices from Tien Tsia this afternoon state that China has practically joined forces with Japan. Chinese troops are re ported to be aiding Japan by carrying on guerrilla warfare during the skir mish fighting now in progress on the Manchurian frontier. The threat of France to aid Russia if China helps Japan Is regarded very seriously here. Extra secret service men have been sent to Paris to keep a constant watch over developments. STRENGTHENING FRISCO HARBOR. San Francisco, Feb. 27. Work was begun in the harbor here today laying cables and mines for better de-' fense in case of war, pursuant to orders i from the war department. These pre-' parations are unusual and much com ment is occasioned by the fact that no reason for them have been given out. KOREA WILL AID JAPAN. London, Feb. 27. Since acknowledg ing the protectorate extended over Korea by Japai), the government has decided to openly aid the latter In their present struggle with Russia. The Japanese squadron is still in sight of Port Arthur and an attempt at land may be expected soon. During Thursday night the Japanese made several feints toward making attacks, merely to keep the Russians harrassed, but they effected no landings. At one time four Japanese cruisers opened fire on the Russian torpedo boats and also against the shore defenses to the har bor. No definite result was attained. Along the Yalu river the opposing land forces have sighted each other but no battle had occurred up to last evening. Shooting Affray at Drain. Special to Evening Review. Drain, Ore., Feb. 27. Frank Hill, of Wilbur, was shot lasteveningby Lee Cannon, of Deer creek. The affray Is said to be the culmination of alleged slighting remarks made by Cannon of certain young ladies of the school. To resent these insinuations of Cannon's several of the young ladies and a few boys determined on pelting Cannon with stale eggs, and on meeting him on the wblk leading to the school building were about to proceed with the egging when he drew a pistol. Hill seemed to be nearest and on seeing the pistol said "Don't shoot". Cannon fired, the ball taking effect in Hill's left thgh, rang ing downward. The wound is said to be quite serious though not thought to be dangerous. Dr. Burbur of Yoncalla, probed for the ball but failed to find it. Cannon Is a young man of excellent reputation heretofore. OTHER DRAIN NEWS. Two men named Allen and Petty john were arrested here today and placed in jail for breaking up a church meeting at the Bear creek school house last night. Robt. Anlauf, of-Anlauf, is on trial in the justice court here today charged with obstructing the public highway near his place, seven .miles north of .here. The complainant In the case is the district road supervisor, who : specifies that Anlauf felled trees jnto the county road. District Attorney Geo. M. The steam shovel arrived on the scene from Ashland late this afternoon and it will take until night fall to clear the track. This morning's northbound local, No. 12, U blocked by the slide. The pas sengers mail and some of the baggage were transferred this morning to a stub train which was sent out from Rose burg. A FLOATING BODY Perhaps That of A. 5. Drake Seen ia the River Today. Just after noon today Mr. W. H. Llndsey, who lives just across the river from this city, saw the body of a man floating down the river by his place. Before he could get back to whore he baa a skiff the body had gone about as far as the bridge and he felt unable to follow it. Coroner Twltchell was noti fied about one o'clock and at once tele phoned to parties at the Curry farm and at Umpqua Ferry to keep a lookout for the body. Messrs. Geo. Perry and J. M. Fletcher started down the river la a skiff at about 2:30 o'clock in an en- deavor to overtake the body. Chas. Anderson also started on horseback and will go as far as the Poor Farm this afternoon in furtherance of the search. The general opinion is that the body is that of A. X. Drake, who mysteri ously disappeared oa Jan. 18th, in the moun la ins nea r West Fork. That being the case, no effort will bo spared in trying to recover the body. Land Office at Roscburg-Re-appointmcnts Will Follow in a Day or Two. Friday's Portland Telegram says: Washington, Feb. 28. Receiver Booth, of the Roseburg Land Ofllce, has severed his connection with the Hooth-Kelly Lumber Company. This was a condition insisted upon by Presi dent Roosevelt before he would reap point Booth. The nominations of both Booth and Bridges will come in a day or two. (The fact that Receiver Booth was a member of the Booth-Kelly Lumber Company ras taken as a point by Sec retary Hitchcock as sulllclent reason he should bo removed from ofllce, particu larly as his term had expired some time ago. Early In January Mr. Booth was re-elected treasurer of the lumber com pany and the aspirants for his position felt sure of the vacancy being deolared. There were several gentleman willing and anxious to take the position and several applications are on file In Washington expecting action. Sena tors Mitchell and Fulton have been ap plied to on several ocoaslons to bring ubout the appointments of some one of the aspirants. J. M. Bansborough, of Roseburg, waa supposed to have the Inside track while Ira. B. Riddle, of Riddles, was also in the race.' A dispatch from La Camas, Wash., conveys the news of a horrible accident in the paper mills at that place today. Burr Newton, a boy 12 years of ape, was caught by a large belt and carried over the wheels with great velocity. Former townsman A. Fenton arrived from SoOavillo, Monday evening, for a short stay among us. A very marked improvement is noticeable In bis health. Bulck came from Roseburg" last Saturday to complete the sale ot his town property to B. A. Hunsaker. The families that were occupying the house have moved, and Mr. Hunsaker is having the place cleaned and fixed up. A number of citizens met here Tues day evening and nominated the follow ing ticket for the election March 14th: mayor, Hiram I. Gallop; recorder, H. Dyer; treasurer, N. Selig: councilman: A. Thompson, C. E. Bogue, Willis Kramer and Sam W. Bay less. Another ticket is to be nominated on the 2!th of this month by another assembly of citizens. Mr. John Daugherty died Saturday, February 20th, at his home on Frozen Creek, a tributary of North Myrtle. He bad been sick for several weeks. and one time had nearly recovered, bub a relapse set in which proved fatal. He was nearly sixty years of age, and leaves a wife, only, to mourn his de parture. Mr. Daugherty came herer from Missouri about fifteen years ago. The funeral services took place at the grave Monday at 11 o'clock. Rev. Cotton spo'ku.
