A startling feat ure, which Is feared by many to be con nected with the complicated conditions in the far east, occurred here today -when both the Russian and French am bassadors suddenly left for their re- epeotlve capitals. Their only explana tion was that they desired to visit their homes. This action, while it may possi bly have no international significance, has created the gravest apprehension. England is active in preparing for any eventuality 'tor complication that may arise. It is now announced that Germany will take a pro-Russian attitude, and every movement there is being watched with Intense Interest. .Authorities at Washington are also keeping a keen scrutiny on every step taken in the far a stern controversy. DESERTING PORT ARTHUR. Today's advices from the seat of war say that all civilians, men, women and children, are leaving Port Arthur as fast as possible, the soldiers garrison ing the place being practically all that remain. Six hun dred marines are to be sent to the far east to recruit the warships of the Asiatic sqiiadroo,and the transport Bu ford is to take them. For the past few weeks marines have been gathering at Mare island In force, a large body coming from Bremerton, and many arriving from the east. The demand for marines at Cavite and on the Asiatic station at present is such that every available man on the coast is to be sent out. The marines on Goat island have been ordered to be in read iness to sail on the Buford and only the marine guard on the Pensacola will be left at the station. JAPS CAPTURE SHIPS. ST. There is great activity on the Liao Tung. i A portion of the Japanese fleet ap peared off New Cbwang on the 12th, frightening the Russians, who since have strengthened the garrison. A very dis astrous head-on collision occurred oa the Ogden-Lucin railroad cut-off across Great Salt Lake this morning. The shock exploded a car of dynamite In one of the trains, resulting in the death of 22 persons and the injury of many others. POWDER FACTORY DESTROYED. Paterson, N. J. Feb. 20 A powder factory was blown up here by accident this morning with frightful results. There were eleven persona killed out right and 50 others w ore more or lesar seriously wounded. The plant was worth 1 1)0,000 with 980,000 stock on hand, of which probably $30, 000 was saved. Insurance $100,000. The fire started In a rapidly revolv ing "mixer," from a spark caused by the Introduction of some foreign sub stance, which wascommunlcatod to tho highly Inflammable material with which the machine is surrounded. The mill employed about lM hands, who will be thrown out of work until tho plant Is rebuilt, which will require about six months.
