REPORT BIG NAVAL BATTLE Wherein Japanese - Captured Several ' Russian Vessels China May Goto War. Special -to Evening Review. ' London, Feb. 16. Dispatches re ceived from the far east today say that China is not likely to maintain neutral ity during the present struggle between Japan and Russia. The Empress be lieves China to be the real prey for which the two nations are contesting. This feeling, it is feared, will probably lead to China declaring war independ ently of both powers in an effort to maintain their own country without division or lost of some of Its provinces. Should such a step be taken it will cause a number of International com plications. THIRD BATTLE AT PORT ARTHUR Dispatches received today practic ally confirm the reports of the third naval victory by the Japanese at Port Arthur. In this conflict the Russians lost, eight vessehj. The Japs are sure ) capture Port Arthur, if It has not already been taken. . JAPANESE RUSHIN'O MATTERS. BIG ENGAGEMENT REPORTED. Another report tells of a big naval engagement in which Russia lost 18 vessels of various sizes. The Japanese fleet was also damaged. The Russians are now firmly bottled up in Port Ar thur. BATTLE ON THE YALU. London, Feb. 15, 6:30 p. m. That the Russians and Japanese have been engaged in a terrific land battle ever since Friday nighton the north bank of the Yalu river there Is every reason to know, but the details of the encounter cannot be procured. Never in the history of modern war fare has a more rigid censorship been exercised than by the Japanese ever since the beginning of the war. Their evident purpose is .to keep the Russian government quite as much in the dark as to what Is going on as the rest of the world, H, J. Wilson was down from Riddle today. Diivld Comstock and E. U. Forty-Uve of the fifty-three applicants for county certificates at the recent school teachers' examination in Rose burg were successful. Late last night Supt. Hamlin and his assistants, Profs. O. C. Brown and J. H. Cochran, com pleted the work of grading and check ing the papers, and this morning the result of their labor was announced. Considered from a point of percentage of the number of applicants who passed and the unusually high averages of the papers, the examination was the most successful held here for many years. In the grading of papers two things are considered: The experience the applicant has had in teaching school and the general average reached in the examination. To reach the first grade plassi flea t ion, an applicant must have at least one year's experience in teach ing; three months experience 1b re quired to aecure a second grade rating. Hence, an applicant without the re quired experience in teaching might reach a very high average in ex ami nation and only receive a third grade rating. The funeral of Senator Mark Hanna will be held at Cleveland, Ohio, Friday. The bodv will lie in state In the Benaie chamber tomorrow. Three special trains will leave for Cleveland Wednesday night. STARVOUT CREEK THE SCENE Victims Were Frank Weaver and Mar cellus Rondeau Both Were Married lien. News reached here this morning from Canyonvllle that Frank Weaver and Marcellus Rondeau were killed piping at a mine on Starveout creek, above Galesvllle. The mine Is owned by P. H. O'Sbea, father-in-law of Mr, Weaver. .Other men were working at the mine at the time of the cave-in. but whether Weaver and Rondeau were smothered to death before thoy could be rescued or were crushed by falling rock, had not been learned. Weuver was a son of Mr. and Mrs. Adam Weaver, of Canyonvllle, and was about 25 years of age. Besides his parents, he leaves a wife and Infant child, a little brother and two sisters, one of whom Is Mrs. Alex Worthing- ton whos0 husband formerly lived in "oeurg.
