It 1b now an nounced that Russia is seeking to ar range terms of settlement with Japan, one of which is the concession of Japan's predominancy over Korea, providing other powers are willing. The chances for war between the two nations are I i getting slimmer every day. It is un derstood, however, that Russia will not consider any proposition for her evacu ation of Manchuria. Union Strikers Indicted. Special to Evening Review. Chicago, Jan. 20. Mayor Harrison was accused by the grand jury today of otttcial negligence in favoring the laboring men during the recent strike of street car operatives. The report embodying the accusation says that much trouble during the strike could have been averted had the Mayor taken more delicate action. The grand jury Indicted several union men on charges growing out of the disturbances during the strikes. Portland Must Be Good. Special to Evening Review. Portland, Jan, 20. Dist. Atty Manning this afcernoon announced that he will prosecute the gamblers of Port land to a finish. This will be tlie most Important action taken here In this line for a long time, and means a closed town for that element. Leap Year Ball. BICE BOY GETS TWO YEARS Seven leen-Year-Old Horsctliicf Probably be Oregon's Young est Convict. Will Harvey Bice, two years; stealing horses. Frank Randall, one year; grand lar ceny. John Rose, one month in county jail; petty larteny. The above are the sentences pro nounced by Judge Hamilton in the cir cuit court this afternoon. Attorney F. F. Micelli, who was appointed counsel for Harvey Bice, the 17-year-old horse thief, made an earnest plea for the len iency of. the court. He argued that the boy had been mainly influenced to com mit crime by his older brother, (who was on Tuesday given a sentence of six years for horse stealing), and was there fore entitled to the court's merciful consideration. Judge Hamilton ex pressed regret at his inability to send the boy back to the reform school be cause he was over 10 years of age, but he imposed upon blmthe minimum sen tence prescribed by law one year for each of the two indictments, making two years the boy will have to serve unless good behavior in prison secures his release sooner. Frank Randall, who was sentenced to one year's imprisonment for grand larceny, st jIo money and other articles from a fellow farm hand at Myrtle Creek on the 12th day of last December, to the. total value of 930. Had the value of the articles stolen been one dollar less r the crime would have come undor tl.o legal class! ilea Lion of petty Instead of grand larceny, and instead of going to the penltentary Randall would have served time in Ibe county jail. John Rose, who will board and lodge at the coi'oty's expanse for a month, took articles which did not belong to him from J. A. McDougalPs residence last November. He had already been In jail "5 days awaiting trial. Both Rose and Randall plead guilty to the respective crimes with which they wore charged when arraigned Tuesday afternoon, after the grand jury bad re turned true bills against them. GRAND JURY HILLS. Along with their Indictments of Rose and Randall Tuesday, the grand jury returned a true bill against Joseph Bramlett, the colored Individual who assaulted Brakeman Scott Lander with rocks after being ejected from a south bound passenger train at West Fork en the 25th of last October. When ar- ralgned Bramlett plead not guilty. His trial will probably be taken up to morrow. ; . Not a true bill was returned against Sharldan Croy, charged with ass-ault with a dangerous weapon. Thlschargo resulted from a personal encounter be tween Croy and Geo. E. Brown, a singe driver, at Camas Valley last October, In which Croy used a knife on Brown, cutting him in several places about the face and breast. CIVIL CASKS. In the case of Dr. E. V. Hoover vs. D.
