TOTAL TAX IS $149,830.25 law was repealed at the recent special session, and the old law again put into force, but owing to the fact that there was no emergency clause attached to the bill, the old live-mill tax did not be come effective soon enough to amilv to the 1903 assessment. - ! The total amount of tax to be raised and the levy made in the different in stances is itemized as follows: Tax to be Raised Levy State 42,262.25 .00705 School 34,176.00 .00615 County 55,600.00 .01 Road .' 16,680.00 .003 Indg't Soldiers 1,112.00 .0002: Largest Tax Levy- Ever Made in Doug las County Heavy State Appropriations. The county court established a tax levy of twenty-seven mills for all pur poses upon the assessment for the year 1903. This levy is four mills more than the one made last year. The increase in the levy Is caused partly by the un usually heavy state tax to be raised and the change in the law relating to the creation of a common school fund. Three appropriations made at the last regular session of the Oregon legisla ture are responsible for the large in crease In the state tax $500,000 for the Lewis & Clark fair, $165,CC0 for building the portage railway and $100-. 000 for procuring a right of way for The Dalles-Celilo canal. At the same ses sion, the state law providing for a Ave roill tax in each county for raising a common school fund, was displaced by another law requiring a levy to be made on the basis of a per capita rate of $6 per pupil in the respective coun ties, making an increased tax. Levy is Three Mills Less Tban Last Year on Account of More State Funds. A tax levy of live mills to carry on the public schools of Roseburg for the ensuing school year was voted at the annual meeting of the tax payers tbiB afternoon. The meeting was poorly attended. The levy made is three mills less tban last year, despite the fact that there are fully 125 more pupils In at tendance and two more teachers em ployed, besides other additional ex penses. The decrease in the levy is ac counted for by the fact that the school fund law bas undergone a change where by more money is received from the state tax tban formerly. ' ' Killed Twelve Persons. Van Houten House to Resume. THE STRAITS Mr. and Mrs. Smith Bailey are pre paring to re-establish themselves in the hotel business in the Van Houten house. Mrs. Bailey has purchased the one-half Interest in the furniture and fixtures owned by Stephen Van Houten; Mr. Bailey owns the other one-half interest. During the last five years the house has been used under lease as an annex to the Hotel McClallen. After February Lt, when the ieu.o expires, Mr. and Mrs. Bailey will be gin thoroughly overhauling the house and Installing a complete outlit of new furniture and fixtures. Ackerman has issued circular letter giving information as to the effect of Senator Mulkey's bill au thorizing the issuance of life diplomas to certain teachers who hold state di plomas. It will not become a law until March 23, hut Buerlntendent Acker- man will permit applicants to take the required additional examination In February.
