The new laws, among other things, provides tor the registra tion of all voters before tbey shall be qualified to vote at the oomlng county and state elections to be held . on June 2, 1902. The principal sections ot the law on this point follow: "Section 5. It shall be the duty ol every elector in the state ol Oregon be tween the first Mouday in January, 1900, and 5 o'clock p. m. of the fifteenth day of May, 1900, and between the same dates and hours biennially thereafter, to register with some notary public or justice of the peace, or with the county clerk ot the county in which the elector resides, In accordance with tbis act, The law further, provides : "If the clerk refuses to enter the name of any qualified elector, such elector may pro oeed by mandamus to compel him to do so." Also that every elector may be registered without charge by personally appearing in the office of the county clerk and after being sworn properly, stating the facts as to bis name, age, occupation, state or county of his birth, and whether naturalised, and if so, the piers or court nd papers relating thsreto, also the exact place ol present residence, giving precinct, section, township and range, or by specifying the name of towu, with street and location of dwelling or board ing bouse, also his ability to write his name or mark his ballot. If an elector is uoable to register la tbe office ot the county clerk, "he may register without charge before a notary publlcor justice of tbe peace In the county in which be re sides by usingooeo! the blanks designated as blank "A" in section 8, of tbis act, filling out the blank in such a way as to afford all the information which be ought otherwise to give to tbe clerk." It should be remembered that all volfrt mutt regiiter If tbey wish to vote, whether they have registered at pre vious elections or not. Former regis trations are now void by limitation. Tbe Board of Edu cation today decided that it had nc power to compel vaccination, sod that It could not exclnde from the public schools, children who refose to be vacci- oated. Tbe case before tbe board was that of Lucie Hinderman, whose mother declined to allow her child to be vacci nated. Tbe steamer Walla Walla, plying between Seattle and San Francisco, collided with an un known French bark, near this port, at lour o'c!c;k this morning and sunk In fifteen minutes afterwards. As near as could be positively learned the number of persona drowned will reach forty-five, Tbree life boats loaded to their utmost capacity put off Irom the sinking vessel only to disappear in their attempts to reach the shore and a number 'ol tugs are now searching for them. Owing to the meagre details yet obtainable it is Impossible to give an authentic account ol tbe accident or to determine the par ties responsible lor ite occurrence. Murderer Punished. Dpo & Co. show that the failures for the year 1901 were 11,002 in number, and S113,092,376 in amount of liabilities, while in banking and other fiduciary In stitutions there were 74 Insolvencies, In volving $18,018,774, a total of 11,076 de faults and $131,111,160 labilities. Estrada Palma, the newly elected president of Cuba, has made a forrcal announcement of bis policy during the coming admin istration in which he Bees nothing bnt bard work ahead of him and many dif ficult domestlo problems for his cabinet to solve. He expresses bis friendship tor America and will do bis utmost to continue the pleasant relations between the little republic and thii country. In an Interview yesterday he gave ex pression to the following statement: "I have not had the least ambition to fill any public office, in fact, I all along relused to allow my name to be put for ward as as a presidential candidate. I am disappointed that there should have been any dissatisfaction over the elec tion. I consented to the use of my name only at the last minute when it was too late to withdraw it, but I thought absolute harmony prevailed and that General Masso had consented to aceept the vice presidency. I really would have prelerred to bave been allowed to stay out ol politics and at tend to my private affairs." Havana, Jan. 1. La Discus sion says that the vote may be taken as a protest Dy the Cuban people against tbe imposition ol official candidates. Tbe Inter-state Commerce Commission will assist in fighting the railway merger. Their chief contention in the legal proceedings is that tbey be allowed to regulate and fix tbe rates of traffic on the three big linea in their procedure ol operating Irom one state into another. Definite action will begin next Wednesday when many prom inent financiers are to be examined. It was officially announced in New York yesterday that the prelerred stock ol the Northern Pacific was retired, pur suant to the action ol the courts, giving the required permission.
