Declaring that they will not sign

definite statement through the Asso
ciated Press to that effect. The

net and they seem to lie well organiz
ed on that one particular subject.
The writing of notes has played a
very important part in these peace
transactions and yesterday the Ger
man mission at Versailles sent a note
to the secretary of the peace congress
regarding the discussion and Baying
that no signature could be placed on
the treaty by the Germans until bet
tor terms are arranged. Today It is
expected that the German represen
tatives win transmit to the allies
a comprehensive statement showing
Germany's antagonistic attitude to
wards the treaty and specifying the
points tney are viiiing to acrept and
tliose tney desire to have modified
The fifteen day time limit set for
them to accept the treaty will expire
Thursday but an extension has been
asked by the Germans.
Premier Orlando, of the Italian
government, has gone to Rome for a
conference on "certain interior and
foreign questions." Owing to the ab
sence of Premier Orlando the Aus-
trians will probably not receive their
peace terms before Friday. It is as
sumed that the premier's trip indi
cates some new development in the
work of adusting the disposi
tion of the port of Flume and the
Dalmatlon questions before the terms
are given to the Austrians. It is thot
that he will remain only a few hours
in Rome.
SPELLS DESTRUCTION.
BERLIN, May 21. In a statement
issued by the cabinet today Germany
declines to sign the peace terms sub
mitted by the allies, alleging that to
do so spells "economic destruction,
political dishonor and moral degra
dation of the entire German nation,
not only for the present, but also for
unborn generations."
POLES ADVANCING.
WARSAW, May 21. The towns of
Drohobycz, Boryslaw and MIkolajow
have been captured by the Poles in
the Galicia campaign, an official
statement today alleges. Pole troops
have crossed the Dniester river near
Rozwadow. The statement says that
the prisoners taken have not yet been
counted, and that tne enemy is tiee
ing in a panic-

WASHINGTON, May 21. The re-
