shortly before the armistice was
signed, the Military Intelligence Bu
reau of the war Department Issued
a letter to the press asking that the
newspapers refrain from "exploiting
unduly the participation and achieve
ments of American forces In Allied
victories", the reason for the requeBt
being that such exploitation "may in
spire jealously and have a harmful
. effect." It was also stated that the
members of the American expedition
ary forces were being embarrassed to
the point of discomfiture by the lau
datory articles which gave American
troops chief credit for accomplish
ments.' In view of the plea the ad
ministration felt impelled to make at
that time,' when all the cableB and
malls were censored, we wonder that
there is no similar plea now when
all the dlspatcheB, more or less un
der the influence of a censorship,
give President Wilson credit for
practically everything that Is being
done at the peace conference. Is there
no fear of "jealousy" now, or danger
that the American dolegates to the
peace conference will be "embarras
sed to the point of discomfiture" by
the exploitation of the part taken by
President Wilson?, Since the news-
. papers were scolded in the former In
stance for doing what they were per
nutted, and perhaps encouraged to
do, how long shall we wait for ano
ther reprimand for exploiting unduly
the achievements of the Americans?
Or is it a crime to exploit the achieve-
emntB of soldiers, merely, and not
crime to exploit the work of the Ame
rican dictator?

to stand out In striking contrast with

the other delegates nearly all have
bald pates. They wear their hair on
their faces, while Wilson wears his

deep significance In tills. Just why
professional diplomats should be bald
is a question that 'has never been
satisfactorily answered. Neither is It
apparent why they should wear
beards or mustaches, or both. Ame
ricans instinctively suspect the man
behind the board. And yet the beard
