The Capital Journal, of Salem, re views the situation publishers are confronted by these days thusly The war Industries board has or dered nowspupers to cut off all free copies, and to reduce the average size of tholr newspapers, 'mis order Is for the purpose of conserving both sews print paper and labor. The order of the government will make It easier for thein to- do some things that they hesitated vol untarlly to do, although they believed they should be done. In times like this the newspaper -business Is not a snap. There are no war proiits; Instead prices of lubor and material are going up and ad vertislng, the paper's greatest source of revenue, is curtailed. Every In dustry or business the government grabs hold of in any manner stops ad vertising immediately. War reports cost a vast amount of money, and the papers must carry them in order to satisfy the public craving for daily information on this subject. For In stance, It costs from 81.60 to $2.01 a word to get cable messages from Pot- rograd or Salonika, In the Bnlkans. From Franco cable tolls are 25 centB a word. Added to these tolls are the high salaries of an army of cones- - pondents and their excessive expense bills whllo following the path of the war. When you read the full leased wire telegraph report in the Capital Journal calculate what must have been the cost of gathering it. 01' course, the Capital Journal only pays Its proportionate part of the cost. which is shared by all United ProsB papers. But its share Is very much neavier tnan it was before the war broke out in Europe, Everything is going up that way and only circulation receipts keep pace with rising costs. Probably thoy will do all these things and that 1b just what the ordor recently issued by the war industries board seeks to accomplish. The Daily Capitul Jour nal, for Instance, Is suffering from too much circulation now.
