Fail ure of government agencies to co operate in the prosecution of the war was laid to President Wilson by Sena tor Jones, of Washington, In a speech in the senate today, In which he charged tuat the president had shown no disposition to seek the advice of congress on the groat problems con fronting the nation. "The president ought to co-ordinate himself and the sooner he does it the sooner will governmental agencies be most effective," said Sen ator Jones. ' "Members of congress 'are ready and anxious to co-operate fully with the executive and the president should not only welcome but seek their counsel and advice upon the great problems which confront him, but he does not do It. I do not Bay this in any captious spirit. It is the statement of a fact, a most lament able fact known to all here and re gretted by all." Senator Jones asserted that If the president and congress co-operated as they should, "a feeling of patri otic unity throughout the country, that I fear 1b lacking, but which ought to exist, would, be created."
