Southern Pacific Union Pacific 100,000 TO REPLACE TIE NATIONAL GUARD . The war department has com pleted plans for the formation of a volunteer force of approximately 100, jOO to replace the national guard in this country. A complete outline of the proposition as drafted by Brigadier General Jesse M. Carter and approved by Secretary Baker will be made public within a few days and recruiting will be put under way. The plans call for the recruiting of the force, which will be to this country what a home defense league is to Great) (Britain, by volunteer methods. All physically fit men be tween the ages of 18 and 21 and 31 and 45 will be eligible No man sub joct to the draft is permitted to en list in the new force. The force is to be a mobile federal institution, subject to duty any where within the boundaries o the United States, but not outside. It will guard military works, bridges docks, aqueducts and other impor tant points, relieving national guard and regular army forces now on gaged in that work. The Ashland home guards have' of fered themselves to the state militia, and indications point to their being mustered in soon. Uf QUA RIVER ' GOES UP 14 FEET The continued heavy rains for the past few days has brought the North Umpqua river up several feet and as a consequence the plant of the water and light company has experienced some trouble in operating, though their service has been fully up to the standard, regardless of the sud den rise of the river. Sunday night the river reached 14 feet above low water mark and! much drift and si. .all debris was being carried down stream. This necessitates the em ployment of a number of men who were kept on duty night and day on the grate bars at the intake to the big turbine that furnishes power for operating the plant, clearing the drift away to avoid clogging the machin ery of the power plant. H. E. Burchfield, manager of the plant, informed The News yesterday that the river had reached a higher stage the past few days than for the last five years. Men are constantly on hand at the plant clearing away the drift, and while the river is re ceding some, there is still consider able difficulty In keeping the debris away from the intake to avoidl Inter fering with the water power which drives the big plant. . Busenbark was elected chairman, Mrs. Henry Conn, assistant chair man; Mrs. G. M. Green, secretary; Mrs. Thomas Scott, treasurer. Twen ty members were, enrolled. On De cember 20 the club held an all day meeting at the home of Mrs. Green with twenty two present and a credi ble amount of work was accomplish ed1. It was decided to hold a social and watch party at the Grange hall New Years eve. The proceeds will be used to purchase material for the work. The ladies will have a good program and will serve a Hooverizied cafeteria lunch.
