SOLIDARITY OP MOTHERS.
That the mothers of the country
will stand together and be a sourco
of strength to each other is the
statement made by Dr. Kate Waller
Barrett of the Mother's Congress.
She Insists that the American
mother must help the foreign born
American mother to understand the
reasons for the war. "The foreign
mother cannot support her boy at
the front, unless she understands
what he is fighting for," says Dr.
Barrett, chairman of the immigra
tion committee of the National
Council of Women. "The foreign
mother in America, unable to under
stand (EngllBh, has come to tnis
country to be at peace, and she is
left in a chaotic state when her sons
are drafted to fight for their new
country. She cannot read the news
papers, or talk to American women,
except through her children as Inter
preters, As she cannot understand
the reasons for this war, she be
comes rebellious, and her feeling is
communicated to her son in the
trainlng camp." She must be edu
cated in the causes of the war.
Dr. Barrett urges American moth
ers; to feel a solidarity with the
Americanized mother of other na
tions. "The soldier is dependent
upon the feeling in his home for his
own attitude of mind." She says.
"The Mother's Congress is doing a
great work by holding meetings in
many cities, to explain war meas
ures, and develop the patriotism of
the bewildered foreign women.
One beautiful thing about living
in thd county with the greatest
amount of standing timber there
will be no one unable to provide the
family circle with a Christmas tree.
Where the "rub" will come in is

Many persons have asked If the
money now being advanced to the
European allies will ever be paid.
The answer is yes. It will be re
paid, but just when Is a matter of
considerable uncertainty. In the
meantime all we lend to Europe is
staying at home, for our loans are
in the form . of domestic credits
which are taken up by the borrow
ers in the form of American goods
foodstuffs, manufacturers ' or raw
material for manufacture. , When
xou read in the paper that this gov
ernemnt has advanced France or
Russia or Great Britain an addition
al $100,000, 01)0 It means that the na
tion in question has been given
credit for , an amount of American
goods equal to the loan.
After the war these credfts will
be summed up and put in the form
of bonds, which will be sold to pri
vate investors, probably with Uncle
Sam's guarantee back of them. The
debtor nations will refund these
bonds from time to time and strug
gle along with them as best they
may. It is impossible for any coun
try to repudiate its public debt
without, wrec,king its entire com
mercial structure, for private obliga
tions are Inextricably intertwined
with national obligations in every
country.
So vindictive are some people so
opposed to any advancement in their
home town that they would go
to any extreme to accomplish
their own selfish interests. If
has already been given by the mouth
piece of the "walking delegate" of
tne opposition to the jail and court
house improvements that the recall
will be brought into play if their
commands are not heeded. The
county court has already been
threatened) it's pimply a case of
either rule or ruin. But the public
official who stands on his sincere
and honest convictions is neither a
demagogue or a coward.
It has been a long time since an
initial solitary nail has been driven
in Roseburg in the way of building
improvements and a still longer
time will elapse if the public fails
to encourage local matters in the
way of advancement;
Talking about camouflage, when
it comes to "covering up the good
points connected with the jail and
court house improvement some .of
the opposition has-these camouflage
artists beat a thousand ways and
then some.
The meeting to consider the 191S
budget of county expenditures will
take place at the court house next
Thursday. It is a public gathering
in every sense of the word and yon
want to be present if only to see
"the Eur fly."
The Red Cross drive is on in full
swing and she's some hummer,
and no mistake.

A second examination from which
to fill the positions of fireman-laborer
and janitor-laborer at the new fed
eral building in Roseburg is an
nounced by the civil service commis
sion for February 13, 1918. At the
examination held here for those po
sitions a few weeks ago, nobody
qualified' for a fireman and only one
man, Walter Hi, Boyle, passed the
test for a janitor.
The examination will be open to
males between the ages of 20 and
50 years. 'It wilt be non-educational
in character. Rating will be given on
training and experience, carrying 60
per cent in credits, and in physical
ability, carrying 40 per cent in
credits.- The fireman job, which
calls for experience in handling large
furnaces, carries a salary of $720 per
year, and that of janitor $660 per
year. Salaries in excess of these
amounts are paid by the government
whenever a fireman or janitor can at
tend to all necessary electrical,
plumbing and furnace repair work.
Although eligible for the appoint
ment of regular janitor, Mr. Boyle
declined the position, accepting in its
stead the job of temporary fireman
laborer, thus leaving the janitor po
sition vacant. Mr. Boyle will be one
of those trying out for the position of
regular fireman at the examination
to be held in February. He began
his duties ns a temporary appointee
early this month. A temporary janl-
tor will also be placed at work just
as soon as the building is occupied by
.ie postoffice, which will be during
the first week in January at the
earliest. The regular position of
charwoman will be filled by Mrs.
Ella Ji. Laughter.

GOLDEN RULE INSTALLS
NEW SYSTEM TODAY

stalled a new cash system in their es
tablishment. The system is called
the Lamson cash carriers and in
cludes five stations with a central
cashier's desk. The cashier's desk
will be filled by Miss Margaret Mer
rill. The system is very effective in
making change and saves a great
deal of time to the customers and
employes and eliminates all mis
takes. The GoldenRule store is one
of the most up-to-date establishments
in the city and has all the standard
facilities incidental to a modern
store.
WOODMEN DELEGATE
CALLED TO DENVER
John M. Throne, cashier of the
Umpqua Valley Bank, today receiv
ed official notice from the hea'd
consul of the Woodmen of the
World', at Denver, Colo., to the ef
fect that a special meeting of the
Head Camp session will be held at
Denver January 15, to consider sev
eral important matters in connec
tion with that order. Mr. Throne
being the district Relegate for thin
section of the state will necessarily
have to be present at the meeting

Throne stated today he would be

delegates for consideration is to
provide for a patriotic relief fund
which shall be used to keep in good
standing and to pay death losses of
members of the Woojlnien of the
World who are now, or may hereaf
ter 'be in any branch of the military
service. - Other matters of less im
portance will' also be taken up and
disposed of. ' ;
Live-wire Doings of City
Leaves For Reedsport.
. County Engineer Germond left
this morning for Reedsport where
he will relocate a county road that
has its initial starting point near
Sulphur Springs and continuing to
a point a distance of five miles up
Smith river. Mr. Germond expects
to be away until about Christmas.
Floyd Frear, assistant; county en
gineer will look after this office
during Mr. Germond's absence.
Leave for Eugene.
John Hartog and wife departed
yesterday for Eugene. Mr. Hartog
has been spending the past few days
in this city in the interests .of the
Ellison-White Chautauqua system
and has taken the matter up with a
number of prominent business people
in an effort to have the Chautauqua
brought to Roseburg next summer.
Mr. Hartog spoke in the local schools
yesterday and distributed a number
of cards to the school children to take
home and have signed, to see just
how many people in Roseburg desire
to bring the Chautauqua to Roseburg
this year.
Women's Relief Corps Meets.
At a regular meeting of the Wo
men's Relief Corps which was held
recently at the armory, officers for
the ensuing year were elected' includ
ing Mrs. Belle Case, president; Mrs.
Wilkerson, senior vice-president;
irs. Helpman, junior vice-president;
Mrs. Hamlin, treasurer; Mrs. Stan
ton, secretary; Mrs. Wood, chaplin;
Mrs. Bowker, conductor; Mrs. Hagen,
guard. Delegates to the annual con
vention were named and will include
Mrs. Bowker, Mrs. Hinsd'ale, Mrs.
Hinsdale, Mrs. Richards, and Mrs.
Webb. Additional important business
matters were transacted and Mrs. M.
Shoemaker was initiated as a mem
ber of the corps.
Lecture Appointment Broken.
The Rev. Bulman, of Boston, wno
was scheduled to speak here last
Friday ana- Saturday on causes
leading up to the war, was sadly dis
appointed on Friday evening, as
only .a few responded to the adver
tising announcing the lecture. The
talk Saturday night was supposed to
be for men only, but those who
kame to hear the gentleman found

Some of those who were anxious to
hear the speaker came in from the
country. The lecturer, however,
failed to appear, and evidently left
the city that afternoon, probably be
lieving that few if any would come
out to hear what he had to say. Calls
came to this office over the tele
phone asking if the lecture would
be held, and as we had received no
notice to the contrary, so stated to
inquirers.
