tem took the matter up with hiB

permission to find out by person

er a sufficient number of tickets
could be disposed of in advance to
warrant the company to put Rose
burg on1 its circuit. '

said Mr. Hartog, "and find) that the
leading men ana women of' this city
are heart and soul in favor of a Chau
tauqua. - I don't have to tell them
its advantages, especially for a time
like the present, when one Is so apt
to see only the dark side of things
and needs mental uplift and diver
sion more than ever. It will take a
great deal ' more time- to make a
canvass than had been alotted me,
but I hate to go back and report
that Roseburg won't make good.' I
believe she will. At any rate, I'm
going to find out."
The plan now Is -to get those who
are in favor of doing things, to say
how many tickets they will be re
sponsible for by next summer, with
out any further committee work or
other things to be done. As enthu
siastic believers in the uplift and
value of the Chautauqua for our city,
The News urges the citizens of Rose
burg to shake off their "creeps" and
take courage to dlo things. The coun
try hasn't gone to the bow-wows yet.
And what's more, it isn't going to.
Prusslanlsm may be well organized,
may be a hard nut to crack but It is
going to be cracked, nevertheless,
and there is no : use croaking over
the terrible fate awaiting the United
States and Douglas county In par
ticular, for the only thing we have to
look forward to, as far as can be seen
from this office, is that Uncle Sam is
going to come out with glory; the
champion of liberty and integrity. .

TAX COMMISSION
SETS STATE LEVY
SALEM, Or., r;ec. S3. The total
expense of administering the state
government for 1918 will be $3,454,
252.09, and of this sum $2,856,205
must be raised by taxation, accord
ing to the state levy made yesterdav
afternoon by the state tax commis
sion. The balance will be derived
from other receipts andi totals $595,
047.09. .. ; . ; .
The total administration expense
exceedls that of this year by $121,
160.59, and the sum to be raised by
taxation exceeds this year's levy by
$156,955. In mills the average levy
will be 3.076. The tax levy made
absorbs all of the (Tper cent increase
allowed under the 6 per cent tax
limitation amendment.
. Because of the $50,000,000 in
crease in the valuation of the state
the Institutions dependent on a mill
age tax will enjoy larger revenues
next year. The Monmouth normal
school received from the mlllage tax
this year $35,150.56, while next year
it will receive $37,144.22. The state
road levy next year will total $232,
151.39, while this year it was $219,-
690.98. The mlllage tax of the Oie-
gon Agricultural College this year to
taled $351,505.58, and next year It
will receive $371,442.23. 'J'ne uni
versity of Oregon this year received
$263,629.18, and next year U.vili
receive $278,681.67. " , .
