L'pon consultation with tliej county court and Mr. Tourtelot. the i architect, 1 believe I have obtained the necessary data for forming ar opinion. The facts have not been puniisneu in detail, and i leei sure that most people have, like myself, had a very hazy view of the slttin- i tiou. It is well to remember that the ex penditure proposed by the court in volves not merely remodeling the court house, hut the construction ol a new jail, and Installing a modem heating plant, and modern plumbing I and electric wiring. Considering first whether any im provement is necessary, the follow ing facts present themselves: 1. The court nouse as it uuw stand does not afford sufficient roouit for the proper handling of public business, especially when court is in j session, and many citizens are re-1 quired to be in the building and , make use of its tacllities. Lavatories) and properly located and equipped j jury rooms are among the most ap parent needs. In passing. 1 would say that the last legislature came near passing a law for service ol wo men on juries. Such an act is sure to come soon from the legislature, or directly from the people. No in telligent person who inquires iuu the conditions can fall to be impress ed with the unfitness of the present arrangement as to jury rooms to meet th.-t situation. 2. There is no good reason why woien compelled to be about the court house should run the gauntlet of a string ol men in the corridor in order to reach such toilet facilities as ure now afforded. :S. fclighteen stoves are now in use in the court house, affording unsatis factory heating sen ice. with a great waste of fuel, and needlessly and enormously increasing the risk ot fire, to say nothing of I he cost of replacing these stoves' every three or lour years. 4. The present r.mf on the court I house is about gone, and must soon be renewed. a. The county jail has been cor deiuned at least b lr. Ilouck. form er county health ofllrer. and per haps by other competent physicians, as nothing more nor less than a death trap, a damp. foul, unsanitary den. not properly heateu, and with its walls doubtless reeking with the germs of tuberculosis and other dis eases. Citizens wno know the con-1 dition of this establishment must have blushed with shame when they read recently thai two little runaway boys eleven or twelve yeai-s old were shut up therein. Douglas county has no' moral or legal right to in carcerate any person in such a trap, where be may take into his system the seeds ot death. The taxpayer who arpiM'S to the contrary, to save a few flirty pennies, ought to join the Huns and be done with it (.rand juries have repeatedly cniidemned the jail.
