In the selection of a Hlghwaj
Engineer at an annua! salary of J3600,
the Stato Highway Commission threw
another bombshell Into the camp of
those opposing the road bond bill.
Opponents of this measure had been
predicting that a 55000 or $8000 man
would be given-this job. The action
of the Commissioners in this import
ant matter only corroborates the as
surance previously given that they will
safely and economically expend all
funds entrusted to them. It Is entire
ly in keeping with the announced
policy of the Commission that it will
give a dollar's worth of value for
every dollar expended In all matters
connected with road construction. Sir.
Nunn, the Highway Engineer, was se
lected because of his efficiency. He
has had years of experience in road
building and the records of his worV
show the most satisfactory results a
a low cost to these footing the bills.
IS MR. SPENCE
CONSISTENT?
Four years ago C. E. Spence, Master
of the Grange, advocated the Grange
bill which proposed the issuance of 6
per cent bonds by counties for con
struction of permanent roads, the
bonds to be paid by direct tax levy.
Mr. Spence is now . vigorously op
posing tho road bond bill which pro
poses Isuing $t,0u0,000 twenty-five-year
4 per cent bonds for hard-surfaced
roads. A direct tax Is not imposed for
the retirement of these bonds. Ample
revenue to pay the interest and retire
the bonds at maturity Is already pro
vided by law from the increased auto
mobile licenses and the existing one
fourth mill state road tax which har
been a fixed tar against all property
In the stato for the last four years
In other words, the bill to be passed
upon by the voters at the June elec
tlon will not increase the general
taxes of the individual.
If Mr. Spence was right in 1912 ha
Is wrong now.
MILITARY PREPAREDNESS
Moving of heavy gun carriages, and
heavy loads of ammunitions and army
supplies.Jiecossitatos better reads than
at present are available in Oregon.
Ii our state ts exposed to attack, the
railroad facilities arc not as well
adapted to carrying heavy guua as
are Improved highways, and it (s i'
to Oregon to get its through tjnk
roads in shape to facilitate t'-- move
ment of supplies.
Should the railroad ce'.ters become
too congested, owing tc war burdens,
or should they fall In'o the hands of
an enemy, the through roads would
be the only means A communication
left to get suppliei from place to
place in the interiot. Farmers would
of necessity depend upon the through
roads for marketing their crops. Every
resident of Oregon wilt see the neces
sities of the situation once this is
called to his attention and will see
the bearing this has ou the road ques
tion to bo voted upon June 4th.
The Dalles Chronicle.
That beautiful, cvon shade of dark,
glosny hair enn only bo had by brewing
a mixture of Sue To and Sulphur.
Your hnir 1 your charm, U mukfs or
mart the face. Wlion it fndes, turns
grny or utronked, jut an application or
two of Sojiv and Sulphur enhances its
apnpn ranee a hundredfold.
Ion't bother to prepare the mixture
you can pet this fumous old recipe im
proved by the addition of other ingredi
ents for "f0 cents a large bottle, all ready
for use. It is called Wyeth'a Snpo and
Sulphur Compound. Thin can always bo
depended upon to bring hack the natural
color and lustre of your hair.
Everybody uses ''WyetH's" Sage and
Sulphur Compound now because it dark
ens so naturally and evenly that nobody
ran tell it has been applied". You simply
dampen a sponge or soft bruah with it
and it raw tins through tne imir, taxing
one small strand nt a time; by morning
the gray hair has disappeared, and after
another application it becomes beauti
fully dark and spnenrs plossy and lus
trous. This resdy-to-uso preparation ts
a oVlightful toilet requinte for those who
desire dark hair and a youthful appear
ance. It is not intended for the cure,
mitigation or prevention of disease.
Good roads nre indispensable to the
progress and prosperity of any state
or community. Such improvements
attract the tourist,' encourage local
development, promote social life, im
prove market conditions and stimu
late thrift. Rural lire Is maile more
attractive and agricultural develop
ment is advanced in proportion as ac
cessible roads are established and
maintained. The further settlement
and development of the state's unten
anted -lauds add to their value. Tho
consequent increase in nssessiible val
ues gives assurance of reduced taxes.
Support the good roads bond bill June
4th and thereby assist to effect these
conditions.
Oregon has talked good roads for
60 years. Millions of dollars have been
expended in that time filling mud
holes. The state Is in third place In
commerce and population among tho
Const states. The road bonding prop
osition, ou which the people will vote
June 4th, Is tho ftrat comprehensive
road programme ever submitted to the
people.
With the main trunk lines, provided
for in the road bond bill, taken care
of. roail district 'nonoy will be ex
pendod on local laterals connecting
with state-Improved highways, bring
Ing the farmer, no matter whero situ
nted, in direct contact with tho city
markets.
All are. agreed that Oregon need?
sood roads. The only material riir
ference of opinion is as to the metho:!
of financing the movement direct tax
atlon or bonds, based on a revenue
already provided by law. The fan
that tnxes are already burdensome is
the very best argument fur Isstting
bonds. Tho combined revenue from
an increased auto license and the
existing state road tax will pay the
Interest and retire at maturity the
bonds proposed in the good roads bill.
The people will vote on this bond bill
at the special election June 4th.
A vote for the good roals bends
June 4th will bo a vote to pull Oregon
out of the mud.
