if such enterprise would be worth
while under prevailing systems of
land ownership. The worker and the
consumer would benefit little, if any,

ditions of land tenure in the tropics
are quite as responsible for disease
as is the climate. If I were to pre
scribe the best sanitary measure for
any locality, I would say to double
