Now comes an op- ortunlty for this city to take a big forward stride in the march of pro gress. Roseburg's community problem re- .H'J itself into this: The "balance of trade" is against us. We are buy ing more than we are soiling and this i.ot go on indefinitely. We have two possible courses to follow: Wo must either increase our output of marketable products and thereby have a greater income from outside sources or we must practice the most rigid economies in all of our affairb so that the present aggregate will meet the present outgo. The first alternative means progress, activity, prosperity, debts paid off, homes ac quired and beautified and a healthy local condition. The other means re action, stagnation, poverty, burden some debts, abandoned and neglected homes and general depression. Roseburg's present splendid devel opment has been accomplished not only because of faith In her future growth and importance as an indus trial and commercial center. Our present business establishments and our present standard of social life and living conditions cannot long be maintained under present conditions. There must be business failures shrinking property values and gen eral depression as long as we con tinue to spend more than our in come. In this connection it must be remembered that a large part of local prosperity for many years past has been due not to earnings on the part of the people, but, rather, because of earnings acquired eliAJwhoro being spent here by investors. The tide of invostors having practically ceased we -are now really forced Into the real development of our actual re sources. The building of the railroad from Roseburg to Rock creek Is of such vital importance that the cost seems Bmall In comparison with the bene fits. It means an adequate and per manent connection between this city and the forested areas of the whole North Umpqua region. There is enough timber on Rock creek alone to justify the building of this line. The moment Rosebiirg is absolutely sure of this road the value of prop erty in the city will increase more than the amount of the city's invest ment In the road. We must make sure of the future porsperity of Rose burg by connecting the city by rail road with the source of wealth and we ought to do it now while all of the conditions are favorable. Official statistics of the state of Oregon show that GO per cent of the pay roll in the state Is from the lum bering Industry. Does that look like the lumber business is such a dismal failure s some would have you be lieve? With the establishment of the lum borlng Industry Roseburg can share In tho prosperity that accompanies extensive pay rolls. It Is not only possible, but it Is quite certain that sovoral mills will bo located at or near Roseburg when transportation for logs and lumbor Is provided. There Is no sound reason to doubt the lmmediato construction of the Kendall mill so that operation can commence' as soon as logs can bo brought down from the mouth of Rock creek. The Kendall Lumber Corporation of Oregon Js owned al most entirely by J. L. & S. A. Ken dall. They havo probably enlisted the active co-operation of some strong financial men in the development work contemplated for this locality and this Is a good thing for Roseburg because the greater tho number of hflucntlnl people who becomo In terested here the greater will be our growth. Reports from responsible sources prove that the Kendalls aro business men of the highest standing where they have been doing business for over 2! years. Men who have cone honorably through life and who have made their fortunes by doing en immense volume of productive busi ness are not likely to break faith with the people of Roseburg.
