At tho meeting of tho Schoolmas
ter's club held at the Methodist
church, Saturday afternoon the ques
tion of the school supervisory sys
tem was widely discussed. At the
present time it has become a great
Issue In this county as the court has
asked for the opinion of tho direc
tors of the many rural schools as to
their opinion whether or not the J
court should order a recall election j
and eliminate tbo expense of main
taining supervisors.- There Is a groat
deal of opposition to the present
system but with many it 1b consid
ered vpry satisfactory (especially
among the school teachers them
selves and those closely connected
with the management and mainten
ance of the rural schools.
In order to determine the feeling
of the schoolmasters a committee on
rurul school supervision was appoint
ed and a report was made which was
unanimously adopted. The report
reads as follows:
From a study of educational re
ports national, state and local; from
a consideration of the character of
tho programs of educational organ
izations; and from our observation of
general popular Interest as shown
by the preBS; wo, your committeo,
are led to tne conclusion that tho
most urgent and widespread educa
tional problem of the day Ib that of
rural schools.
Country people have not rocoived
tholr full sharo of the results of mod
ern progrcaa to which tholr labor has
so much contributed and, In no re
spect, have they suffered more than
In their schools. Teachers are un
trained, buildingB are poor, and
equipment is Inadequate. One stud
ent of this problem states that "Sov-

has led to an economic and social
condition which has demanded caro

I rural life. When tho rural landlord
moves from the country Into town,

of a home, and, perhaps, Its best
school board member. Its best church

Fortunately, tiieso conditions are

tion that one of the most efficient
remedies for poor country Bchools Is
closer and better supervision. Many
years ago the cities lenrnod that. If
they could get nn entire faculty of
competent, well trained touchers, a
supervisor was needed to prevent loss
of effort and to secure efficiency. If,
as not iiifreouenlly happens, there
were n number of young teachers,
the supervisor was all the more
needed.
County schools, to bo sure, have
different problems from those of the
city; but their problems are fully
as urgent and their need of expert
assistance are fully us (treat. Tho
need of supervision Is the snino.
A supervisor must bo a man of
good training and of proper school;
Ideals, so that In going from school !
to school he would become an apos
tle of progress and co-operation and
; brings unity and order out of what
i would otherwise be chaos. He ob-;
serves tho work, makes suggestions. '
delivers addresses, holds conferences
with patrons and school officers, adds i
strength and support to good teach-,
ers, and aids In the elimination of i
weak ones. Ho collects plans of!
school biiliriiiiRS and puts them at the
' disposal of directors and strives In :
every way to see that the children
nnd community get the most for the
money that Is spent for the schools.
The supervisor Is an Interpreter of
1 the public to the schools and of
tho schools to the public. Ho less

the cost of school, supervision is
negligible. To quote one writer, "In
railroad work there is a supervisor
for from six to twenty laborers
throughout the entire service and the
expense of supervision ranges from
12 Vb to 30 per cent of the salary
of tho laborers. The same scale Is
true of .practically aid Industries.
Railroads, banks, grocery houses, in
surance companies, plantations,
ranches, church systems, and city
school systems employ supervisors
because financially they have discov
ered that they cannot afford to be
without them; thut money spent
without thorn is largely misspent and
thus bankruptcy and failure Is the
price they pay when they do not have
supervision. In the same way,
monoy spent for rural school super
vision is spent with the result of
making the work more efficient."
It is, of cowrse, true that the
value of supervision will depend al
most entirely upon tho ability and
energy of tho supervising staff; but
this Is true of all work and applies
in other fields as well as in school

and from signs of progress, wo be
lieve that tho supervisors of Doug.ss
county have done and are doing good
work; but regardless of any consid
eration of tho excollent work that
thoy aro doing, we think that the
constant -"- of friends of educa
tion In the county should be to Im
prove and strengthen this work
We, therefore, recommend that
tho members of this club use their
efforts and influence to have this
work Improved nnd that we avail our
selves of every proper means of ad-
