The comniltteo appointed by the
mayor to Investigate the advisabil
ity of a municipal water system has
been making an exhaustive Investi
gation and are now preparing their
report which they will present to
the'councll at its next meeting.
Many engineers have been consulted
and their estimates will form tho
basjs, of the recommendations which
th'yynninilttee will make.
In addition to the data which was
compiled by City Engineer Hicks in
his JVarly report, tho committee has
obtoUied reports from Engineers
Ciornind & Frcnr and from En
gineer S'annard, of Portland, also
another engineer at Albuny. '
Although tho contents of tho re
pors have not been mudo public, it
is 'ritiderstood that the estimate for
a stoel pipe lino from Hock crook to
the'tdty will approximate about a

The trustees of the Roseburg Com-
erclal club held their regular weekly
! meeting Monday evening with a full
I quorum present. P. E. Poster and
Dr. N. Plyler were elected to mem
bership In the club. The industries
bureau reported through their direc
tor, W. II. Richardson, that an ef
rort, is being made to secure the es
tablishment of a fruit juice factory
at Roseburg, although nothing defin
ite has been learned as yet about
the matter." i 1
The movement to secure ' arbitra
tion of the difficulties between the
railroad companies and the employes
was brought to the attention of the
club by the Portland Chamber of
Commerce, and the matter was re
ferred to the legislative bureau for
Investigation.
Two communications were receiv
ed from Governor Wlthycombe, as
suring the club of his co-operation
in the flax experiments which are be
ing conducted by the Commercial
club and Informing them that the
flax seed had been shipped. This
seed was, received today and will be
distributed to the five farmers who
have agreed to plant an acre each.
This straw when harvested will be
rotted at the flax plant at the state
penitentiary and upon tho results
obtained will hinge the establish
ment of a similar plant at Roseburg
next year. Full instructions have
been received from Prof. Hyslop, of
CorvalllB, which will be given to the
growers. The club still has several
copies of the government bulletin on
"Fibre Flax'' which will be sent to
any one who wishes a copy for fu
ture refernce.
The Duroau of plant Industry has
notified the club that there Is no
broom corn seed available for distri
bution this year by the government,
so an efofrt will be made to secure
this seed from other sources.
The Portland Chamber of Com
merce has also notified tho local
club that they expect to send a con
siderable , delegation ito the Rose
burg Strawberry Carnival1. In Muy to
represent their body.
A report was received from C. A.
Ilnind. director of the agriculture
bureau, announcing Hint this tvveau
Is now fully organized. The follow
ing were appointed as sub-chairmen
of the various departments: Boys
nnd Clirls Club, O. C. Drown; Vege
table and Truck and garden crops,
Hownrl Church; Grains, etc., Dr. C.
II. Pulley; Forage Crops, U. A.
Husentmrk, master of Pomona
Grunge; Horticulture, Fred Strang;
Uy-Products. R. L. Gile. These ap
pointments arc splendid selections,
as each chnirmun Is thoroughly fa
miliar with his subject, and much
progress Is expected alonj these
llnes during tho coming year.
The club Is receiving much favor
able criticism for Its work this yenr,
owing to the fact that It is being
conducted along constructive lines.
It has already staled the flax and
sugar beet Industry and has several
other now crops under consideration
which will next receive tho attention
of tho club. Many farmers have al
ready Joined the organization, anif
an organized personal campaign will
be made this month which Is expect
ed to greatly Increase the member
ship and financial strength of the
club. Every citizen who favors the
developent of the resources of the
county along sane and practical lines
should affiliate themselves with the
Commercial club and help it to make

EASTERN MEN WILL
PORTLAND, April 5. The big
gest "summer resort In the north
west will be established at Sand
Island, In the Columbia river. The
lease was closed today with a Pitts
burg amusement promoter, and the
work of clearing the entire island
will begin on Monday. With board
walks, bath houses, ojthletic field,
tent city and' hundreds of conces
sions, the resort will open on July 2.

to starve Germany, saying the crops
of the country were most promising.
