DECISION.
The long awaited and anxiously
'' expected decision of the suprome
- court of the Btate In the rullroad con
tract case has at last been handed
down, and to suy that It Is a bitter
disappointment to ninety five pur
cent of the citizens of KoBcburg and
the surrounding country, is putting
1s mildly. The prevailing opinion
lias been Unit possibly some Blight
alterations in the contract would be
called for In order to further safe

Everything was ready to aturt active
operations as soon as theso minor
alterations had been satisfactorily

most bitter of the opponents of the
measure. Uul, citizens of Rosoburg,
you must not lie downcast, and see
in this decision the downfall of
all your hopos. There Is future for

ions of foot of untouched timber at
our very threshold, and means will

-will be utilized. This Is only the
beginning of the efforts which will

be gained by vilification of thoso
whoso opposition has engendered tho
disputes and litigation, nor n cen
sure of the court for rendering a

city could bo found shaking hands

the supreme court decision. The

pelled to cut down the amount of
their subscriptions which . had
pledged, as they fully counted upon
the construction work commencing
before that time and business wouh:
wnrrant a substantial donation.
Small knots of business men were
to be seen In front of their places'
of business this afternoon, and the
ono subject of conversation was the
decision of the supreme court. The

work received from the construction

torpedo destroyers engaged three
German destroyers off the Belgian
coast yesterday, the admiralty an
nounced. Two of the Teuton ships
were struck, and four Uritlsh sail
ors wounded. Tho Germans then
escaped Into Zeebrugge. The Ger
man admiralty stated that the Teu
ton destroyers scored several hits and
that then the British vessels fled.

arrived. The condition is as fol
lows: The outside edge of the nail
appears imbedded In an Inflamed,
hypertrophed or thickened mass of
granulation tissue, from which
more or less fluid, watery or puru
lent, exudes. The granulations
have grown up over the edge of the
nail, and not vice versa, as the
name Implies. The treatment con
sists in removal of the granulations,
hoi removal of the nail.
Exuberant granulations ("proud
flesh") in any situation may be cut
without giving pain, since granula
tion tissue has no nerves. But the
cutting must be done by a physi
cian, not by the patient or any un
trained operator. Ingrowing nail
unlntelllgently treated sometimes
brings on septicemia (blood-poisoning)
and Is therefore distinctly not
a condition for the chiropodist.
