Governor Wlthycombe, In his address before the Irrigation, drainage and rural credits congress, yesterday morning, expressed doubt as to the feasibility of direct state aid to irrigation and drainage projects. "I personally would be opposed to placing a fin ancial obligation upon posterity through a large bond Issue," said the governor, "and In fact would rather have the state refrain from bond Issuance at all if possible." The governor termed as "very serviceable" the form o rural credit In Oregon at present In the exist ing administration of the school loan funds and said he was still hopeful that the school Tund will receive something from the Oregon-California land grant. Mr. Withycombe told the confer ence that he had no definite and pro-conceived plan to offer on tho questions which the congress has met to discuss. Likes Town Meeting Idon.
