Advocates of the "dry" cause are
making elabroate preparations for
the parade to be held in Roseburg
on the afternoon of Saturday, No
vember 5. Committees have been
appointed to perfect preliminary ar
rangements and the procession prom
ises to be one of the most spectacular
scenes witnessed in this city for many
a day. The Roseburg band has been

Portland this morning where they
expect to reside permanently. Mr.
Carlisle is a barber and held various
positions during his residence In this
city.

D. C. Humphrey, a local linotype
operator, who recently underwent an
operation for appendicitis at Mercy
hospital, is reported as much im
proved today and the attending phy
sician hopes to have him sufficiently
strong to return home some time this
week.
Charles Tabor, deputy game war
den fi with headquarters in the vi
cinity of West Fork, is spending a
few days in town looking after busi
ness matters. Mr. Tabor says that
there has been some violation of the
game laws in the southern part of
the county, and he hopes to bring
the guilty parties to justice.

since 1906. The words of the amend
ment giving It are: 'The legislative
Assembly shall .not enact, amend or
lopeal any charter or act of Incorpor
ation for any municipality, city or
town.' The power Is given unreserv
edly to the voters, subject to the
constitution and criminal laws of the
state. The proposed amendmeut adds
theBe words: 'and the exclusive pow
er to license, regulate, control, or to
suppress or prohibit,' etc. The ques
tion naturally arises whether that
exclusive power thus specifically men
tioned does not place municipal con
trol above the constitution and crimi
nal laws on the liquor question. If
it does, that grant of exclusive pow
er would be distinctly unwholesome.
There Is also a possible conflict be
tween that exclusive power to license
and control and the provision in the
last clause making , municipalities
subject to the provisions of the state
local option law. I am Informed
that In case of conflicting provisions
In the constitution the sperlilc words
control so that the local option law
would seem to be binding, but the
grant of exclusive power cerlalniy
promises a light in the courts ns to
the exact meaning of the amendment
which seems totally unnecessary, in
view of the light of homo rule which
all cities possess at the present time.
Perhaps the amendment was mnent
only tq prevent prohibition hiring
forced on cities by a slate law. If
so, that amounts to legislation by
amending the constitution, in this
day of the world and in Oregon of
all state that Is not desired. The
amendment reminds the voters of
the so-called lleddy bill of two years
ago, giving municipalities "home
rule". That was defeated by about
13.000 votes. The cities have home
rule and local option now. What
more can be given to them?
