At the It ession of the state legis
lature, a bill was introduced by the late
representative Sydney G. Ham son, of
. Gilliam county, asking the state to ap
propriate 142,000 to help along the work
of borinf artesian tell throughout the
remi-arid land of Oregon. At that time
the i lea was looked npon n.ore a an
experiment than otherwise, bnt lately it
ba been pretty tborcngbly demon
strated that the plan i feasible, and the
matter I again being brought forth for
discussion.
The bill introduced by Mr. Hawon
passed the lower house, but met defeat
in the senate. It defeat ha in no wise
dampened the ardor of it promoter,
and, when the next tesiun convene,
they hope nccfully to carry it
through and get aid from the date
toward defraying the expense of the
experimenting.
The coontie that will be directly af
fected by thi pioposition are Sherman,
Crook, Wasco, Gilliam, Morrow, Grant,
Baker, Union, Willowa. Malheur, Lake,
Klamath, and Umatilla. L;ke thi
county, each of the other possesses vast
district in which there i practically
no water, and, in mny intnre, ranch-
er are compelled to haul water in bar

exist in Gilliam county, a rancher there
being obliged to haul water 14 miies for
hoc hold pnrpose and for the water

constant services of one man and four
horse. Dozen of other case are cited
being nearly a bad.
Those promoting the idea claim that
underlying these territories there are
vast deposit of artesian water.
The rancher, however, do not feel
justified in experimenting at their own
expense, but should they receive aid
from the state a number would have
well tunk. They realize the great ad
vantage that would result and the value
it would add to their farm, but they do
not feel justified in undertaking the
work alone. A great many rancher
claim they would not hesitate a moment
to expend their money in boring for
artesian water, but tLey first desire to
bave it demonstrated that the plan is
feasible. It ia to demonstrate this fact
that the etate will be called npon to lend
it aid, and an appropriation will be
asked for. The promoters of the meas
ure contend that the state will be the
principal gainer, as the lands wiil be
come mucn more valuable when once
water i obtained on them. Valuation
would naturally increase, more taxes
would be paid, and thus increase the
revenue of the state's treasurv. E. O.

afternoon is to the effect that Warren's
troops captured Spionkop Wednesday
night, being inveigled into it by the
Boers, who, having big gun planted on
all eurronoding koijes, immediately
opened a sheil fire that made it to) hot
for them. On Thnraday night, under
cover of darkness, Warren withdrew
with bia taoops. The English loste are
given a 24 killed, 154 wounded and 31
missing. Gen. Woodgate wa danger
ously wounded.
Dr. Leyde, the Iransvaals' agent at
Pari, id Boer losse were 212 killed
and 1000 wounded.
A dispatch from London aya : "Great
est anxiety here. Report that heavy
battle ia progressing near Ladyamith
and Boer resisting. British losses be
lieved very beavy,

A NEW EMPEROR
Dowager Empress Is Believed to Have
Forced Old One to Abdicate and
Mae-Year-Old Boy Will Succeed;
Him.
Peking, Jan. 23. The imperial edict
issued yesterday say that owing to the
emperor' poor health he ia unable to
conduct the busines of the etate, and
appoint Put Sing, on of Prince Tuano,
bia heir. The emperor apparently ba
been compelled by the dowager empress
tn ahdicata about Chinese New Year,
though it is understood thi will meet
ith considerable opposition In certain
court circle. The dowagr empres,
however, intend to carry out the pro
gramme which she bad been planning
for year.
Washington, Jan. 23. The Chinese
minister here baa received no official in
formation a to the appointment of a
new emperor. When the announcement
was shown the member oi the legation
by a representative of the Associated
Press, considerable eorprise wa ex
pressed from the fact that the name !
mentioned, Put Sin?, the reported new
emperor, and Prince Tuano, hie father,
are not known to any member of the
legation. Chinese official here say they
are certainly not prominent in public
affairs.

ports of fabulously rich quartz strikes in
the north should be liberally discounted,
says J. A. Marion, of Dawson, himself
the owner of several p'acers and also'ot
a coal mine half way between Bennett
and Dawson. He state that the re
ported rich find of copper-gold quartz at
Great Slave lake, in which the Hudson'
bay people were interested, has turned
out to be fictitious. "There is no doubt
whatever," said Mr. Marion, "that the
mine Is salted."
