Loxo Cheek, Or,, Feb. 9. From per
sons who are posted on tbe condition of
range horses in this county, and from
reports rtcjived from the virions ad
joining counties it is ascertained that
Stock horses are tharing tbe saine fate
of starvation to a great extent all over
Eastern Oregon. Cattle and sbeep
boyers, wTio bare recently visited this
city', and wbo have alto been in the
counties of Crook, Gilliam, Morrow,
Baker, Union, Wallowa, Umatilla, Har
ney and Malheur say that in every sec
tion they have visited, with very few
exceptions, tbe owners of both horses
and cattle have dif paired of saving more
than a small per cent ul tbeir stock.
In Malheur the conditions are more
favorable for the horses than in any
other county named, and even there it
is estimated that from 20 to 50 per cent
will perisb. In Harney, Baker, Crook,
Morrow, Umatilla and Gilliam they
could not be saved, even if their value
would warrant feeding them hay, as all
repoits go to prove that there ia barely
sufficient bay for sheep and cattle. Both
range and hay is scarce in the greater
poetiou of Morrow and Grant, while in
Harney and that portion of Umatilla
which joins Grant, thousands of bead of
stock cattle have been driven in to
winter on the surplus bay.
No definite estimate can pOEsibly be
made as to tbe number of horses that
will perish in each county, ss nine out
of ten stockmen, when approached on
the subject, invariably answer that they
bave no idea bow many they have, and
generally add that it makes little dif
ference, aa they are valueless.
Different parties who have traversed a
portion of the rangea of tbe counties
named, in reporting on tbe same for two
months past, have stated that the hills
were becoming strewn with horse car
casses, and as the conditions are daily
growing worse, it may be safely esti
mated that 200,000 horses will die in
Eastern Oregon before the middle of
March. Conservative stockmen, when
asked why lnrses are allowed to perisb
in such a reckless manner, bare stated
that since the decline of the noble
animal the herds of sheep and cattle
bave increased to such an extent that
they alone tffp the country for feed
whereas when tbe horse commanded a
good flu ore tbe herds of cattle and sheep
were kept proportionately small. The
falling off of tbe value of tbe horse has
resulted in tbe increase in tbeir numbers
nd there is not room for them much
longer in Eastern Oregon.

AN ASYLUM
Sixteen Women Patients burned to
Death Fifty-Two Persons Were
ia the Building.
Yankton, 8. D. Feb, 12. A moat hor
rifying fire occurred this morning at 2
o'clock at the state insane asylum, when
one of the cottages was completely gut
ted and caused the los of the lives of 17
inmates. Fifty-two persona were in the
building, forty patients and twelve at
tendants. The structure was three
stories and an attic high, and bad two
entrances. There waa one etairway
from the second an I third floors, which
led into the main ball, tbns giving but
one egress for those on the npper floors.
Patients and attendants fled with ter
ror, great confu-ion reaultin especially
among those on the npper floors. Many
heart-rending acenea were enacted aa
the inmatea clad only in their night
clothes and barefoot), rushed down
the narrow flight of stairs, and finally
out into the anow. 7 he temperature
waa 23 below zero, and further lose of
life from freezing was prevented alone
by prompt work ol the attendants from
tbe main building. Tbe attendants
escaped, aa did the others, wbo were
saved, with none of their peraonal ef
fects, many losing all they possessed.

In the debris at the bottom of the base
ment. The work of removing the re-
mains and debris will begin in tbe
morning. The foor walls of atone will
stand, black and grim, and will make
the work of removal dangerous, as a
total collapse is liable to occur without a
moment's warning.

American Members of the Joint Hiyh
Commission Refuses to Give Up
Skagway.
Chicago, Feb. 13. A special to the
Tribune says:
It is stated here there Isaserions
hitch in the work of the Anglo-American
commission. The obstacle is believed
to be a demand by the Canadian com-mis-ion
for the cession of the town cf
Skagway. Alaska. The American com
missioners have refused definitely.
Skagway is the natural gateway to the
Klondike.
Unless an amicable adjustment can
be reached within a few days, there is a
possibility that negotiations f jr a new
treaty between the United States and
Canada may be broken off.
Accident at Bonner's Ferry.
Bonner's Febry, Idaho, Feb. 12.
Tbe following report was received from
Engineer C. M. Miller last evening:
"Friday afternoon, about 4 o'clock
two men were killed in tbe rock cut on
tbe Twohy Bros, work, at station 123G.
They had two holes to fire, and the fore
man had sent all the men out of the cut
except one to help bitn. Two shots
went off In succession. When the men
returned to the cut they found the two
men about dead. The foreman's name
is James Cook, and the other's Snider.
Both are single men. Nothing is known
about the relatives of either.

Adrift on Ice.
Chicago, Feb. 13. Sixteen skaters,
living in the suburbs of Rogers Park and
Lake Forest, were carried out into Lake
Michigan on Ice floes today. , Ten of
them were rescued, and during the en
tire evening searching parties made
fruitless efforts to secure some trace of
the missing six.

proposed a bill creating the office of ad
miral of the navy. Rear-Amiral Dewey,
it Is understood, will be named for the
position.

Mrs. Silas Lane.
Cottagi Grove, Or., Feb. 12 Mrs.
Silaa Lone, aged 80 years, died Friday,
and was buried today. She was uncon
scious last Thursday, when her husband

Messrs. Max and Ernest Luedd? man
arrived in the city yesterday from Ante
lope and will spend a few days here.

M. Dichtenrnnller, one of Mosier's
most prosperous fruit raisers, is In the
city today. Mr. Dichtenmuller is one of
those fortunate persons who always sees
the bright side, and has great hopes for
the future of this, section of the country.
Saturday evening Mr. E. Nosworthy
arrived in the city and spent the day
with Mr. and Mrs. Peters. Yesterday,
accompanied bv his wife, who has been
visiting here for several weeks, he left
for Portland, where they will remain a
few days, returning to spend some time
in this city with Mrs. Nosworthy's
brother, J. T. Peters, and family.
