The Curtis bill to fix tho salaries of
dlktrict attorneys was reported witb
amendments by the judiciary committee
this morninr, and the bill was made a
special order1 ijt 4 o'clock this afternoon.
There promises to be a lively time over
tbe passage of the bill, as the salaries
paid are considered exorbitant.
In tbe Senate.
In the senate this morning resolu
tion to authorize the exchange of the old
blind institute site for a block adj mlng
the present site of the blind institute,
owned by J. II. Albert, was the special
order, and, after a vote carrying the res
olution was nearly completed, it was re
committed cn a statement from Selling
that be bad just beard something about
lttbat needed investigation.
Smith's constitutional amendment to
provide fur a vote on the Initiative and
referendum was adopted after a brief
discussion by a vote of 20 to 8, those who
objected duing so because they believed
the scheme impracticable, tome favor
ed submitting it to the people, who
frankly said they would vote against it
on such snbmitsion.
Fulton's bill relating to negotiable in
struments, tho one recommended by the
American Bar Atsrcintion, was made a
special order tomorrow at 2:30 on re
quest of Daly of take.
Kuykendall's bill to permit precincts
to determine the matter of livestock
running at large, Instead of counties I
SO, was passed.
Selling Introduced bill to reduce the
fee of the secretary of state for certified
copies from 23 cents to 10 cents per folio,
and Fulton, on request of Morrow, a bill
to Incorporate the town of Heppner.

Senatorial Fight Out of tbe Way, Both
branches Settle Down to Routine
Work.
Oltmi'm, Feb. 2. House routine
progressed undisturbed. Four bills were
killed, accepting the committee's report
that they would be indvfinitely post
poned. These bills were psssed by tho house:
By Sheiler, for appointment of guar
dians for insane persons; by Pratt, au
thorizing municipal corporations to pro
vide for acceptance of warrants upon
local improvement funds for local im
provements; by Daniels, admitting In
dian war veterans to the state soldiers'
home.
In the senate the morning was spent
in discussion of thecapitol building bill
carrying an appropriation of six hun
dred thousand dollars.
Sharkey the Great.
Ptiu.ADKi.PHiA, Jan. 31 Tom Sharkey
put out Jack McCormick, of this city, in
the second round of what was to have
been a six-round go at the arena tonight.
The bout lasted as long as it did prob
ably because the sailor wanted to give
the great crowd present something for
their money.
Sharkey decided to end tbe exhibit af
ter a lively exchange In the opening of
the second round. He put in a left
nppercut, rent left and right by turn, to
the Jw and brought the right np again
to the same spot. McCormick weot
down and stayed the limit. When he
got to his feet again Tom banged a right
in the stomach and left on th jaw, and
the local man went out of business. The
round lasted 2 minutes and IS seconds.
After the bout Sharkey announced that
O'Rourke would, on his behalf, cover
the money deposited in New York by

Hoo Kong. Feb. 2. The Filipino
members of the join: commission at Ma
nila have demanded the release of the
launches seized by the Americans ; also
that tiiey be allowed to ftjt the Filipi
no flj ia the waters of the Philippines.
Geo. (His is said to be in favor of graft
ing these concessions, bat Admiral Dew
ey has refused, not wishing to be com
pelled to keep continual outlook for
the smogg'ing of arms into tbe islands.
He also wishes to avert, if possib:e, a
torpedo attack. Tbe use of the Filipino
flag will permitted on shore. The mili
tary and the police almost daily seize
qoantities of rifles and ammunition.
The city is thoroughly patrolled, es
pecially at night. The Filipino tele
graph office has been cloyed by the
Americans, having learned that the
wires were being used to transmit Gen.
Otis' secret orders to tbe Filipino lead
ers. Two guns of a Utah battery have been
mounted. There is no evidence that the
Filipinos intend to begin hostilities, bot
it is practically .a certainty that they
will resiet if the Americans attempt to
force matters.
Tbe radical independence element
now dominates the Filipino government.
Since the killing of tbe Filip;no officer
by a Minnesota soldier, American offi
cers have not ventured outside of Ma
nila. Foreigners are not permitted to
travel In the interior without pass
from Aguinaldo.

ARE TOO ACTIVE
Members of the Legislature Resent tbe
Lobbying Tacties of the District
Attorneys.
Salem, Feb. 2. Since the discovery
of the mare's nest in the Curtis bill pro
viding for the extension of the tenure
of office of all tbe district attorneys in
the state nntil 1902, the lobby of district
attorneys on the ground bas been more
active than ever.
Cleeton, who ts believed to be the au
thor of the bill, is as active as flea.
Russell E. Sewall, of Portland, Watson,
of Ashland, and White, of Baker City,
are also again on the ground, and the
lives of many members of the legislature
are being made a burden to them in
consequence.
Since the expense of the little game
that was being nursed so cerefully, bow
ever, It is not believed that the district
attorneys will accomplish much by fur
ther lobbying. There is feeling among
L-kislators that these officials should re
turn to their home and attend to the
basinees lor which they are being paid
by the taxpayers. The lobbying of these
officials places them iu a most unenvia
ble light, and It were perhaps bettei for
them bad they remained at home. '
