New York, Oct. 10. A diepatch to
the herald from Washington save:
Secretary Alger has gent an answer to
the war investigating committee, which,
in the words of one of the commissioners
"does not answer."
. "la the firet place," said this commis
sioner, "we asked who had been influ
ential in selecting the camp sites. The
- only answer vouchsafed is that General
Lee eelected the camp at Jacksonville. I
do not think that any other camp is
mentioned. But this omiesion will, no
doubt, be remedied in the supplement
al report for which we will call upon the
secretary."
Secretary Alger's report includes 3000
- words, and in addition to the Jackson--ville
camp matter, covers only these
points: The selection of Tampa as a
point of embarkation; Rear-Admiral
Sampson's dispatch ; the cause of has
tening troops to Santiago; Commodore
Remey's dispatch ; the cause of the
subsequent delay of the troops. Discus
cussion of these points exhausts the re
port. No attempt seems to have been
made to explain the cause of the
hardships suffered by the eoKiiers in
Tampa. The matter is brushed aside
with apparent contempt in the relation
that Tampa was considered a good loca
tion and the most convenient place of
embarkation.
Secretary Alger will be asked for a
. more complete answer.
The program of the commiesion for
this week is to have no witnesses ex
cept those who may be caught passing
through Washington. The time will be
spent in reading the voluminous report
of the adjutant-general, then the report
of Surgeon-General Sternberg, and then
the reports of other heads of depart
ments. Members of the commission expect to
leave for a tour of the camps a week
from Monday. They go first to camp
Meade before it breaks up. They will
go to Jacksonville, where Colonel Bryan
. will be one of the principal witnesses.
The tour of the camps, it is thought, will
consume about two weeks. The com
mission will return to Washington and
later go to New York city.
In New York two prominent witnesses
will be called Colonel Theodore Roos
evelt and R. B. Roosevelt. The latter
made grave charges against the admin
istration of Commiseary-General Agan,
and he will be asked to substantiate
them.

Spaniards Indisposed to Prolong the
Negotiations Since Becoming Con
vinced that No Outside Aid Can
Be Expected.
Nkw York, Oct. 10. A dispatch to
the Herald from Washington says:
From a dispatch received from Chair
man Day, the authorities are still of the
opinion that the work of the peace com
mission will be com ploted by the time
congress meets. Mr. Day takes quite
an optomistic view of the situation.. It
is his deeire to limit the time of discus
eion of the various points raised as much
as passible, in order that the negotia
tions mav reach an earlv co'ncluaion.
Information which has been received
here, shows conclusively that Spain has
no further hope of foreign intervention,
' and this fact leads the authorities to the
"belief that she will not at tempt to drag
the negotiations out as long as she would
if she thought there was a chance of any
European government attempting to se
cure a modification 'of the American
terms.
" The United Stales may submit a dip
lomatic protest to Spain through the
French government against its action
in sending a Spanish auxiliary cruiser
loaded with arms and ammunition to
the Philippines. In any event, the mat
ter is under consideration, and it is be
lieved has been called to the attention
of the American commissioners now in
Paris. i

Wool, Wheat mnd Sugar.
Dun's Weekly Review of Trade says:
"The large Eastern advances on wool to
be held for higher prices had helped to
retard the natural decline in that pro
duct, of which 100 quotations by Coates
Bros, of Philadelphia average 13.71 cents,
against 20.S3 cents February 1, while
extraordinarily small sales, only 2,614,
300 pounds, for the week, at the three
chief markets against 14,337,000 pounds
last year 7,663,800 in 1895, and 7,099,600
in 1892, indicate very little demand at
this time for manufacture. The truth
is that demand for goods is not helped
by high prices for wool.
"Wheat has been declining a little
with foreign reports Eomewbat more
favorable as to European crops, and yet
the actual shipments' have been 3,586,
947 bushele, flour included, for the week,
against 4,468,954 bushels for the corres
ponding week last year. All Teports still
Indicate' that farmers are quite generally
holding back their crop in the hope of
higher prices, and collections at the West
are almost everywhere retarded on that
account, and ret the Western receipts
amount to 10,539,359 bushels, against
8,310,720 for the same week last year.
Nor is the corn crop any obstruction, for
while 2631,002 bushels were exported
during the week, against 1,855,067 last
year, the movement does not indicate
large supplies in the interor.
"The battle between the great sugar
producers has reduced prices of refined
sugar over half a cent during the cast
week, and yet the opposing companies
find no satisfactory ground for agree
ment, and the contest is likely to con
tinue for some time."

A Pendleton dispatch says: Saturday
afternoon some children were at play in
a barn owned by Sim Hutchinson, a
farmer living near this city. Among
them was the little 3-year-old daughter
of Mr. Hutchinson. The children had
some matches, which they ignited. Some
straw caught fire, and this was communi
cated to the barn. All the children ex
cept the little Hutchinson girl fled. She
was left at the mercy of the flames. A
neighbor, Brown by name, rushed in
and found the child hanging by her
bands to a piece of burning scantling.
Her clothing was on fire. He grasped
her in his arms and rushed rut into the
open air, rolling ber on the ground and
extinguishing the flames. It was found
that her legs, back, arms and head were
frightfully burned. Drs. Cole and Vin
cent were called, and succeeded in allay
ing her pain. Brown, who so heroically
rescued the child, was badly burned en
his bands and arms. Today the child
died of her injuries. .'

tracts or parcels of land, for the use of a boat
railway between Tbe Dalles and Celilo, on tbe
south side of the Columbia river, has been re
voked. Said tracts described as follows: One

14 E., containing about four and one-half acres
(no other description). The other tract In tbe
NWJi, Sec. 21, T. 2 N., R. 15 E , containing about
one-half of an acre, particular described as fol
lows: Beginning at the northwest corner of
said section 21, and running thence in a south
erly direction along theweet boundary line of
said section 21, one hnndred and seventy (170)
feet to a point on said boundary line; thence in
a straight line to a point on the north boundary
line of said section 21, distant two hundred and
sixty (200) feet in an easterly direction from the
point of beginning; and thence In a westerly
direction along the north boundary line of said
section 21 to the point of Deginning. Said tracts
are therefore restored to the public domain, and
are subject to disposal the same as other public
