MR. HOOD RESIGNS.

The city council met in adjourned ees
elon last evening and if the amount of
time consumed were the sole judge of its
importance, few sessions have been 89
weighty as this one. It was nearly 11
o'clock when a motion to adjourn was
carried. When the- roll was called the
following were present, besides Mayor
Menefee, Councilman A. R. Thompson,
SI. T. Nolan, G. C. Eshelman, K. E.
Saltmarshe, T. F. Wood and S. S. Johns.
The meeting opened with a genuine sur
prise in the shape ot the resign at ion of
Councilman K. B. Hood. The letter of
resignation bad been handed to the re
corder in the afternoon and when read
before the counciluaen ran as follows:

Gentlemen : I hereby tender you my
resignation as councilman for the first
ward of this city. Thanking you for
your kindness and courtesy to me while
I was a member of your honorable body,

After the surprise occasioned by the
resignation bad subsided a motion was
made and eeconded that the resignation
be accepted, Later this motion was
withdrawn and another one carried to
the effect that the resignation be laid on
the table until the next meeting. As
can be seen by the letter no reasons are

of explanation. The resignation was en
tirely unexpected by the other members
of the council. The select committcs
appointed at the last meeting to look
after the sewer question reported
through Dr. Eshelman that Mr. Cran
dall had been appointed to furnish speci
fications. That gentleman, beiqg, in at
tendance stated the specifications
for the building ot the sewer, which
were discussed at great length by the
members of the council. Finally no
action was taken and the matter of the
sewer was .left in about the same con
dition as it was before the agitation be
gan. At this point in the proceedings Mar
shall Blakeney fell asleep and after
being awakened a motion to adjourn was
made but received no second. A motion
was then made by Mr. Thompson that
the present committee act in connection
with Mr. Rosa and Mr. Wood to lay
plans for the sewer system, but as the
motion received no second it was not
brought before the house. As the hour
was growing late and there seemed little
ehance of accomplishing anything dur
ing the remainder of the session the
councilmen wound their watches, passed
a motion to adjourn and went home.

Thursday.
Peter Kirchbeiner returned from a trip
to Portland Friday.

to town to be near school during the
winter.
Mrs. Z. Taylor entertained the M. E,
church Aid Society Thursday.
Mr. Cowdell has been very sick with
nneumonia. He is slightly better at

Secrets Disclosed.
Tne following from the La Grande
Chronicle, which tells how they do
things in the city beyond the Blue moun
tains, may help to stimulate the cour
age of some of our citizens who intend
penetrating the mysteries of fraternal
orders:

swords closed in on him, the poor fellow
gave an awful shriek and jumped well

it had no effect on the Sworn Twelve.
The spikes proved to be of rubber and
bent down nnder the candidate's weight.
He was next bound to a board and the
Supreme Juggler proceeded to impale
him with gleaming knives. He remained
in this position nntil the next candidate
bad gone through the ceremony this far,
when he wa9 released and the Supreme
Juggler pulled out his fore-finger nail,
quickly split it half way and sharpened
it. It was then replaced by some
method known only to Maccabees, and
he signed his name in blood to the obli
gation. This was too much for the New
Woman and she tainted. When con
sciousness returned the pale moon whs
shining through the skylight and the
sworn Twelve were gone.

Justice Court Summon?.
A Colombia River Lair Suit.
L. A. Clarke, who livea at Sprague, a
short distance above Cascades and is in
terested in several scows upon tbe Col
umbia 19 having trouble with the Messrs.
Day, at Cascade Locks, over a contract
unfilled by Clarke, for which failure the
Days are suing for damages. Saturday
the answer of Clarke was filed in the
United Ssatee. A.. S. Bennett, Esq., of
this city appears for Clarke. An affi
davit was also filed which shows the
facts as Clarke claims them to be.
The barge City of Spragne, which be
longed to Clarke and Inman, was leased
by J. G. & I. N. Day, contractors, for
building to completion the locks at the
Cascades, for the period of ten months.
Day Bros, entered into an agreement
with Clarke & Inman to pay them the
enm of $175 for the use of the barge for
that time. It was agreed that Clarke
should furnish a captain to navigate the
barge, or was to act himself in that capa
city. He as8nmed the management of
tne craft himselt. The men who worked
on the barge were employed by Day
un tne I7tn of last October, dur

ing the absence of Clarke from the barge,
and without his consent, the men at
tempted to move the craft, and in doing
o ran her against a rock, which stove a
hole in the side and bottom, causing the
barge to partly sink. At the time tbe
barge was lying near the shore loading
with rock. By the terms of the agree
ment between Clarke and Day Bros., the
latter were to stand any loss or damage
which might result to the barge during
the ten months' time. After the barge
sunk, it is alleged that Day Bros, and
Clarke worked for about two weeks en
deavoring to rai.se the craft, but that
Day Bros, had abandoned further efforts
to get the submerged barce afloat. Soon
after, suit was commenced by Day Bros,
against Clarke, alleging a breach of con
tract, and asking for $5,000 damage?.
This case is now pending in the United
States court. Clarke claims in his affi
davit that, by reason of the sinking of
the barge and the failure of Day Bros,
to keep their agreement and raise, the
craft, he wat unable to comply with his
part of the contract; that the alleged
breach was through no fault of his.
The case was set for trial on November
IS. D. R. Murphy, U.'S. attorney, ap
pears for Mr. Inman, who as a partner
with Clarke, was equally sued bv J. G.
and I. N. Day.
