Horticultural Quarantine Herniations
At a special meeting of the Oregon
State Board of Horticulture, held in
Portland April 2, 1895, all members
present, the following regulations were
adapted, in accordance with the laws
regulating uch matters, and are, there
fore, binding upon all persons. The
regulations are to take effect and be in
force from and after May 4, 1895 :
Kale 1 All consignees, agents or other
" persons, shall, within twenty-four hours,
notify the quarantine officer of the
State Board of Horticulture, or a duly
commissioned quarantined guardian, of
the ariival of any trees, plants, buds or
eions at the quarantine station, in the
district of final destination.
Rule 2 All trees, plants, cuttings,
grafts, buds or cions, imported or bronght
into the state from any foreign country,
or from any of the United States or ter
ritories, are hereby required to be in
spected npnn arrival at the quarantine
station in the district of final destina
tion, and if any such nursery stock,
trees, plants, cuttings, crafts, buds or
cions are found to be free of insect pests,
and 'unguous diseases, the said quaran
tine officer or duly commissioned quar
antine guardian shall issue a certificate
to thiit effect. And furthermore, if any
of said trees, plants, cuttings, grafts,
- buds or cions are found infested with
insect pests, fungi, blight or other dis
eases injurious to fruit or to fruit trees,
' or other trees or plants, they shall be
disinfected and remain in quarantine
until the quarantine officer of the State
Board of Horticulture or the duly com
missioned quarantine guardian can de
termine whether the said trees, plants,
cuttings, grafts, buds or cions are free
from live injurious insect pests or their
egs, larvae or pupae, or fungous dis-
' eases before they can be offered for sale,
gift, distribution or transportation. All
" persons or companies are bereby pro
hibited from carrying any trees, plants,
cuttings, grafts, buds or cions from
without the state to any point within
the state beyond the nearest point on
its line or course to the quarantine sta
tion in the district of ultimate destina
tion, or from any point within the state
to any other point therein, until such
trees, plants, cuttings, grafts, buds or
cious have been duly inspected, and if
required disinfected as hereinbefore
provided, and all such shipments must
be accompanied by the proper certificate
of the inspecting officer. Provided,
. however, that after such persons or com
pany have given the proper officer four
days' notice, he or they shall not be
revuired to hold such shipments further,
without directions from such officer.
Kule 3 All peach, nectarine, apricot,
plum or almond trees, and all other
trees budded .or grafted upon peach
stock or roots, all peach or other pits,
and all peach, nectarine, apricot, plum
or almond cuttings, buds or cions, raised
or grown in a district where the "peach
yellows" or the "peach rosette" are
- known to exist, are bereby prohibited
from being imported into or planted or
offered for sale, gift or distribution
with the state of Oregon.
Role 4 All trees, plants, cuttings,
grafts, buds, cions, seeds or pits arriv
ing from any foreign country found in
fested with insect pests or their eggs,
larvae or pupae, or with fungi, or other
disease or diseases heretofore unknown
in this state, are hereby prohibited
from landing--,,,.
Kule o rruit ot any kind grown in
any foreign countrv, or in any of the
United States or territories, found in

any fungi, blight or other disease or Uis
eases injurious to fruit or fruit trees, or

Rule 6 Any boxes, packages, packing
material and the like intested by any in
sect or insects, or their eggs, larvae or
pupae, or by any fungi, blight, or other
disease or diseases known to be injurious
to fruit or to fruit trees, or to other
trees or plants, and liable to spread con
tagion, are hereby prohibited from being
.offered for sale, gift, distribntion, or
transportation nntil said material has
been disinfected by dipping it in boiling
water and allowing it to remain in eaid
boiling water not less than two minutes ;
each boiling water used as snch disin
fectant to contain in sulution one pound
ot concentrated potash to each and
every ten gallons of water.
Role 11 Animals known as flying
fox, Australian or English wild rabbit,
or other animals or birds detrimental to
fruit or fruit trees, plants, etc., are pro
lrhibited from being brought or landed in
this state, and if . landed shall be de
stroyed. Rule 12 Quarantine stations: For
the Fourth district, comprising the coun

lated.

The New Battle-Ships.
Washington, May 18. Secretary Her
bert has been in consultation with the
naval construction board almost all day,
discussing the questions relating to the
battle-ships authorized by the last con
gress. No conclusions were arrived at
as to what plans will be adopted.

Tried To Drown Bis Mother.
Fall City, Neb., May 17. George
Powell, a well-known farmer, who was
shot by James Broaden, another farmer,
on Sunday, made an ante-mortem state'
ment in which he accused Broaden of
giving him his fatal wound while he was
attempting to rescue his slayer's mother
from the Nemaha river wheie she had
been thrown by her unnatural eon
Broaden is to come into possession of
large amount of property upon the
death of his mother, and it is said that
he attempted to drown her for this
reason. He is in jail.
Any one who has ever had an atack
of inflammatory rheumatism will rejoice

An Assassination at Ticennes.
Vi.nxexkes, Ind., May 19. Last night
Mose Latta was assassinated just after
he had left the home of Miss Agnes
Conlin, his betrothed sweetheart, in
North y icennes. The officials say they
will captnre the murderers.

of the navy has received a dispatch from
Captain Davis, announcing the arrival

York sailed from the Brooklyn
yard today for Southampton.
The Brhrlng Sea Patrol.
San Diego, May 18. Orders were re
ceived last night from the treasury de
partment for the cutter Oliver Wolcott
to proceed to Behring sea as soon as
ready. These orders have been expected
and the repairs have been hurried in
consequence. With the Wolcott, Bear,
Rush, Corwm, Perry and Grant in Beh
ring sea, this whole coast will be left
without protection from smuggling oper
ations, and the saving of life and prop
erty, in which the cntters have proven
invaluable, will temporarily be at an
end.

A Big Gah in His Throat.
Sacramento, May 19. mere was a
brewers' picnic in a suburban grove to
day and at the close a gang of outside
hoodlums began to fight. The result
was that Fred Merkey was found lying
by a fence with a big gash in his throat.
The knife that did it came nearihg cut
ting the jugular vein. His assailant is
not yet known.
