Horticultural Quarantine Angulations
At a special meeting of the Oregon
fitate Board of Horticulture, . held
Portland April 2, 1895, all members
present, the following regulations were
adopted, in accordance with the laws
regulating pnch matters, and are, there
fore. : binding upon all persona. The
regulations are to take effect and be in
force from and after May 4, 189a :
Kale 1 All consignees, agents or other
persons, shall, within twenty-four hours
notify the Quarantine officer of tne
State Board of Horticulture, or a duly
commissioned quarantined guardian, of
the arrival of any trees, plants, buds or
eions at the quarantine station, in the
district of final destination. -
Eule 2 All trees, plants, cuttings,
grafts, buds orcions, imported or brought
into the state from any foreign country.
or from any of the United States or ter
ritories, are hereby required to be in
spected upon arrival at the quarantine
station in the district of final destina
tion, and if any such nursery stock
trees, plants, cuttings, grafts, buds or
cions are found to be free of insect pests,
and 'unguous diseases, the said quaran
tine officer or duly commissioned quar
antine guardian shall issue a certificate
to tbiit effect. And furthermore, if any
of said trees, plants, cuttings, grafts,
buds or cions are found infested with
insect pests, fungi, blight or other dis
eases injurious to fruit or to truit trees,
or other trees or plants, they shall be
disinfected and remain in quarantine
ontil the quarantine officer of the State
Board of Horticulture or the duly com'
missioned quarantine guardian can de
termine whether the said trees, plants,
cuttings, grafts, buds or cions are free
from live injurious insect pests or their
eggs, larvae or pupae, or fungous dis

gift, distribution or transportation. All
persons or companies are hereby pro
hibited from carrying any trees, plants,
cuttings, grafts,- buds or cions from
without the state to any point within
the state beyond the nearest point on
its line or course to the quarantine sta
tion in the district of ultimate destina
tion, or from any point within the state
to any other point therein, until such
trees, plants, cuttings, grafts, buds or
eions have been duly inspected, and if
required disinfected as hereinbefore
provided, and all such shipments must
be accompanied by the proper certificate
of the inspecting officer. Provided,
however, that after such persons or com
pany have given the proper officer four
days' notice, be or they shall not be
revuired to hold such shipments further,
without directions from such officer.
Rule 3 All peach, nectarine, apricot,
plum or almond trees, and all other
trees budded or grafted upon peach
stock or roots, all peach or other pits,
and all peach, nectarine, apricot, plum
or almond cuttings, buds or cions, raised
or grown in a district where the "peach
yellows" or the "peach rosette" are
known to exist, are hereby prohibited
from being imported into or planted or
offered for sale, gift or distribution
with the state of Oregon.
Bale 4 All trees, plants, cuttings,
grafts, buds, cions, seeds or pits arriv
ing from any foreign country found in
fested with insect pests or their eggs,
larvae or pupae, or with fungi, or other
disease or diseases heretofore unknown
in this state, are hereby prohibited
from landing.
Rule 5 Fruit of any kind grown in
any foreign country, or in any of the
United States or territories, fonnd in
fested with any insect or insects, or with
any fungi, blight or other disease or dis
eases injurious to fruit or fruit trees, or
to other treej or plants is hereby pro
hibited from being offered for sale, gift
or distribution within the state.
Bule 6 Any boxes, packages, packing
material and the likeinieBted by any in
sect or insects, or their eggs, larvae or
pupae, or by any fungi, blight, or other
disease or diseases known to be injurious
to fruit or to fruit trees, or to other
trees or plants, and liable to spread con
tagion, are hereby prohibited from being
offered for sale, gift, distribution, or
transportation until said material has
been disinfected by dipping it in boiling
water and allowing it to remain in said
boiling water not less than two minutes;
such boiling water used as such disin
fectant to contain in snlution one pound
ot concentrated potash to each and
every ten gallons of water.
Bule 11 Animals known as flying
fox, Australian or English wild rabbit,
or other animals or birds detrimental to
fruit or fruit trees, plants, etc., are pro
hibited from being brought or landed in
this state, and if landed shall be de
stroyed, ij. ' .. :' ' , -
Bute 12 Quarantine stations : For
the Fourth district, comprising the coun
ties of Morrow, Wasco. Gilliam Crook
and fcherman, shall be The Dalles
Emile A. Schanno quarantine officer, or
any member of the board or the sec
retary thereof.
Bule 13 Importers or owners of nur
eery stock, trees, or cuttings, grafts.
buds, or cions. desiring to have such
nursery stock, trees, plants, cuttings
grafts, buds or cions inspected at points
other than regular quarantine stations
may have such inspection done where
required, provided, however, that such
importers shall pay all charges of in
spection. Such charges and expenses
to be paid before a certificate is granted
Transportation companies, or persons
and consignees or agents shall deliver
and caused to be detained all nursery
stock, trees, plants and fruit at one or
other of the quarantine stations, for in
spection. as provided by the rules and
regulations of the board.

British Tug; Mogal Ashore.
Port Townsend, May 12. A report
reaches here from Tatoosh that the Brit
ish tug Mogul went ashore this morning
three miles east of Cape Flattery. The
weather was mild, and probably she will
get off uninjured. The tug Wanderer
left this afternoon to render assiatance.

Broderick has notified the etate control

Cisco's share of taxes to the state,
amounting in round numbers to $594,000,

Inventor of the Lucas Ship.
Ft. Louis, Mo., May 10. Andrew H,
Lucas, inventor of the Lucas ship and of
a successful grain-binder, died today at
the city hospital from dementia, result
ing from business disappointments.
A severe rheumatic pam in the left
shoulder had troubled Mr. J. H, Leper,
a well known druggist of Des Moines,
Iowa, fo' six months. At times the
pain was so severe that he could not lift
anything. With all he could do he
could not get rid of it until he applied

A Millionaire to Answer the Charge ef
Murder.
St. Louis, Mo., May 11. The jury at
Union, Mo., which for a week has been
hearing the insanity case of Dr. Arthur
Duestrow, a millionare of this city, who,
in February. 1894. shot and killed his
wife and child in cold blood, today found
him sane. Duestrow will now be tried
on the charge of murder.
Dr. Duestrow appeared to be a hajjpy
man. smiling triumphantly when the
verdict became known.
"Are you glad?" he asked.
"Yes. I am'." he answered. "This
nonsense is over now."
Governor Johnson. Duestrow's attor
ney, was asked by his client in an inso
lent manner, "Have you got anything
to say to met" "I will see you later,
said the governor.
Judge Horsell and the attorneys de
cided upon July 20 as the lime of the
trial of Duestrow on the charge of
murdering his wife and child.
Dlschnrsrsd Kmulove Attempts to
Sing Mayor Swift.
Chicago, May 10. A panic was caused
in the mayor's office this afternoon by
the attempt of a discharged employe to
slug Mayor Swift. The assailant, Phillip
Chester, made a rush for the mayor,
yelling all sorts of threats, but was
stopped by the clerks and overpowered.
The noise frightened people in the build
ing and in the rush for safety several
were knocked down and trampled on,
but hone were seriously injured. The
mayor escaped unhurt.
A Prominent Wheelman Hurt.
Santa Cbcz, Cal., May 12. This af
ternoon Ralph Thompson, captain of
the Pilot Wheelman and ex-chief consul
at San Francisco for the League of
American Wheelmen, met with a ser
ious accident while coasting on his bicy
cle near Capitola. He fell from his
wheel and struck his head against a
rock. He is suffering from concussion
of the brain. The attending physician
says that recovery is probable.
The Santa Fe's President.
Tope k A, Kan., May 11. A local paper
prints the story, from what it calls an
authentic source, that A. A. Bobinson is
to be called from the Mexican Central
railroad and made president of the
Santa Fe system. It is said Mr. Robin
son, who is now in the East, will go to
Europe for the Santa Fe, his mission, it
is asserted, being to reconcile certain
foreign bondholders of that system.

Machinists in Session.
Cincinnati, O., May 18. The inter
national Association of Machinists today
asked for a charter of affilation with the
National Federation of Labor. A re
solution was adopted declaring that
none should be employed on typesetting
machines, in union offices, except those
of good standing in the typographical
union.
