WIC not a ‘public charge’ Oregon WIC is assuring families that federal “public charge” rules will not affect WIC services: WIC participants cannot be penalized for seeking services such as nutrition and breastfeeding support under the new rules that went into effect Feb. 24. Public charge is a term used by U.S. immigration officials to describe a person who is primarily dependent on the gov- ernment, and this can prevent immigration approval. On Jan. 27, the Supreme Court issued a ruling that lifted the injunc- tion on the public charge rule placed by lower courts. This rule makes it more difficult for immigrants to get green cards,. and federal appeals courts had previously issued injunctions blocking the rule. These rules will require immigration caseworkers to consider the use of government housing, food and medical assistance, as well as command of the English language, in their immigration application review. The North Central WIC program declares that the new U.S. Department of Homeland Security (DHS) rules expand- ing the definition of “public charge” do not affect those who use WIC (Supplemental Nutrition Program for Women, Infants and Children) and WIC participants should con- tinue accessing WIC’s nutrition and breastfeeding support services. Oregon Health Plan coverage for prenatal and postpartum care and children younger than 21, school meals and Head Start are also not affected by the new rules. Confusion about the new rules has resulted in fear among immigrants, and they are not seeking the care they need. Families and communities can suffer short- and long-term consequences when immigrant families are denied, or afraid to access, the care they need. Diversity makes communities stronger and more vi- brant,” says local WIC coordinator Maricela Elias. “Oregon immigrants and their families enrich our neighborhoods, communities, and economy. When we ensure that all moth- ers and children have what they need to lead healthy, happy and productive lives, everyone benefits.” North Central WIC staff will continue to inform participants that WIC is not included in public charge. In what should have been its seventh year, the Gorge Technology Alliance (GTA) announced today that the 2020 Wind Challenge has been canceled in response to the novel coronavirus (COVID-19) situation. The event brings over 200 middle- and high-school students and dozens of volunteers from across six counties together for a one- day competition to build the best wind turbine. This event had been planned for March 14 at Fort Dalles Readiness Center. “We did not take cancel- lation of this event lightly,” said GTA Executive Director Jessica Metta. “While Wind Challenge has been a be- loved staple for STEM edu- cation in the Gorge for many years, the safety of the stu- dents and volunteers is our top priority. We have been monitoring the COVID-19 concerns very carefully and felt it was best to cancel this year’s event based on our most up-to-date assessment and in consideration of general public health and safety.” The planning team be- hind Wind Challenge will reconvene in a few months to consider rescheduling the event for Fall 2020. All previously registered student teams, volunteers, and the community will be informed if the event is rescheduled. OBITUARIES Sandra Irene Sexton Homer Wilson Lindsey December 26, 1940 ~ March 5, 2020 September 13, 1944 ~ February 27, 2020 Sandra Irene Sexton passed away March 5, 2020, peacefully in her home, surrounded by her family. Sandra was born Decem- ber 26, 1940, in Superior Wisc., the youngest of three daughters, to Charles and Mabel Ponkow. In 1946, Sandra moved with her parents to The Dalles, Ore., where her fa- ther helped work on the old highway and her mother worked at The Dalles General Hospital. Sandra proudly worked for Mid-Co- lumbia Medical Center for 27 years, as their “Medicare Biller.” She was the self-appointed ‘haircut’ reminder for all the men in the office and was not shy about telling her bosses when it was time to visit the barber. Sandra loved baseball, especially the Atlanta Braves. She was thrilled with her retirement gift from MCMC, which was an all-expense paid trip to Atlanta to see her beloved Atlanta Braves in their home stadi- um. Sandra was very active with her 1959 graduating class from The Dalles High School, and when her health allowed, participated in the planning and at- tending of her class reunions, the most recent was her 60th class reunion. Sandra’s greatest joy was her granddaughters and great-grandchildren. In April 2018, Sandra was blessed beyond measure to get the first ‘boy’ baby to be born in five generations, welcoming her great- grandson to the family. Sandra is survived by her daughters and son-in- laws, Deanna Barnhouse (Tom), Debbie Wentz- Cantrell (Michael); granddaughters, Rebekah Larsen (Jered), Rheid Wentz (Jose Regalado); great-grandchil- dren, Layla, Gracelyn and Levi (plus 2 bonus “greats”, Harlan and Wesley). She was “Aunty” to many and loved her nieces and nephews, making every effort to attend graduations, weddings, showers and birthdays. Sandra will be laid to rest at Three-Mile Cemetery, (aka Park Lawn), Friday, March 13, 2020 at 11 a.m., with luncheon, laughter and memory sharing directly following, at the Fort Dalles Riders Association Club 1023 Irvine Street, The Dalles, Oregon 97058. Public is encouraged to attend both, as Sandra would have wanted it that way. Memorials may be made to Providence Hospice of the Gorge. Homer Wilson (Scotty) Lindsey passed away at the age of 75 on Feb. 27, 2020, in Golden Valley, Az., where he has lived for the last two years. From Dec. 31, 1962, to Dec. 30, 1965, Scotty served our country in the U.S. Army. Scotty was a longtime resi- dent of The Dalles, Ore., and was employed for 44 years at The Dalles aluminum plant before moving to Lyle, Wash., in 1999. His Hobbies and passions were loving his wife and family. He also was into pre-1850 American Indian Culture. Scotty was into napping and making hand- made knives, bows, arrows, dream catchers, and everything in between. He was his best when hunting, fishing, and playing a round of golf. Scotty was married to Ilean Ripplinger Lindsey whom he loved for 29 years and will continue to love as long as the winds whisper in her ears. He was a lov- ing father to Kenn Lindsey, Dan Ripplinger, Saprina Lindsey Ford, Darla Lindsey McKee, and Jeannie Lindsey Barker. Scotty's love did not end at his chil- dren but continued to his 15 grandchildren and seven great-grandchildren. He is survived by his brothers, Leonard and Thomas Lindsey; sister Janice Kellogg; brother and sister-in-law Robert and Cheryl Ripplinger and John and Linda Ripplinger. He was proceeded in death by his parents Clinton and Adele Lindsey; and two sisters, Mavourneen Rea- gan and Linda (Berral) Miller. His arms were always full of love for the numerous nephews and nieces that filled his life with more joy than we will ever know. Spread your wings and fly with the eagles and con- tinue to watch over family and many friends. A celebration of life will be held on June 27, 2020, from 1-4 p.m. This will be a potluck held at Sorosis Park in The Dalles, Oregon. Home is where you feel it.
