steam plant and other existing build
ings, may be a serious deterrent to full
development.
One local researcher who hopes the
University will move forward with
plans to expand its research capabili
ties is Herb Severson, science coor
dinator at Oregon Research Institute,
which conducts research in the be
havioral sciences.
“There’s a tendency to think of the
park as a unique, new process,” says
Severson, 42, who points out that ORI
has been working with University
professors and students for 27 years.
“We don’t take a position on the site
... but as a group we benefit by hav
ing more research groups in Eugene,”
said Severson.
The critical mass required to attract
other researchers may be lacking in
other disciplines locally, but is already
here in the social sciences and will
only be augmented by a development
like the park, says Severson.
“We can’t help but think that bring
ing together different groups would
have a synergistic effect,” said
Severson.
Severson is quick to add that the
most of the money flowing into ORI
from 23 federally funded projects
goes to personnel, because research
tends to be “labor intensive.”
Current plans call for phasing the
Riverfront Park into the 71 acres of
state-owned land over the next 10 to
20 years. If the park is built to com
pletion, it could contain a million
square feet for light, research-oriented
manufacturing, offices, laboratories,
and service businesses.
The next major step in moving the
park closer to reality is slated for this
summer, when the master site plan is
scheduled to be completed, then re
viewed at a public hearing conducted
by the city.
Maureen McAvey, director of de
velopment in Los Angeles for the
Carley Capital Group, the project’s
real estate development firm, said in
a May 3, 1987 interview with the
Eugene Register-Guard that ag
gressive marketing for an anchor te
nant could begin once the site plan is
approved.
The project, a partnership between
Carley, the City, the University, and
the state Board of Higher Education,
has been under fire from some citi
zens since public hearings began on
the issue in May 1985.
“There is no question that we’ve
heard opposition—we’ve also heard a
lot of support,” said McAvey. “Peo
ple have taken a spectrum of positions
from ‘no development’ to ‘develop it
as intensely as possible.’ ”
