After almost four years of effort by hundreds of volunteers, Eugene now joins
many other cities who have their own Public Access Television Channels. Public
Access was born out of the concept that the airways belong to the public. And
now, here in Eugene. at 326 W. 12th. we have a community studio (with
minimal equipment, but more is coming) from which Cable Channel 11 is broad
casting locally made tapes, live programs. and some taped shows made in other
studios.
Types of programs vary from Nuclear Questions, which covers energy and
environmental issues. to Television As Folk Art featuring live acts, short
tapes, and conversation.
Program highlights this coming week are Lane County News with Jerry
Rust. Naturesource, a live interview with a local couple who produce alter
native video games and La Voz Hispanica, a Spanish language news oroaram.
What's Happening will publish the Public Access schedule weekly. The alter
native programming on Channel 11 provides an exciting option for TV viewers
in the community.

Regional Energy Planning
In December 1980 the U.S. Congress passed the Northwest Power Planning
and Conservation Act which created an 8-member Power Planning Council to
develop an energy plan for the region. The Council will release an initial draft of
the plan very soon. If you want your ideas and opinions to be considered, try to
attend both a panel discussion on Monday. October 4 and a workshop on Mon
day. October 11. The panel discussion will be held at 7:00 p.m. at Eugene City
Council Chambers, 777 Pearl. The following week, the workshop will be at 7:00
p.m. at Roosevelt Junior High School. East 24th and Hilyard.
The panel discussion on the 4th is set up to give participants an overview of
the issues: each panelist will present his view of regional conservation strategies;
the public will then have input during a question-and-answer period. During the
workshop session on the 11th. participants will meet in small groups to discuss
the issues and suggest strategies for inclusion in the draft plan. Workshop results
will be compiled, analyzed. and submitted to the Power Council. The Council
urges you to attend both sessions. Notify Oregon Appropriate Technology office
in Eugene at 683-1613 or Oregon Department of Energy (toll-free) at
1-800-452-7813 if you will be able to participate.
The Eugene meetings in October will be the last chance for citizens to voice
their opinions before the draft plan is released for public review in January 1983.
