I1THILE THE world has been impatiently waiting for the
* * downfall of the Bolshevist regime in Russia, year after year
has passed; and though the outlook for a stabilized form of gov-
ernment for the Russians, under the iron masters of the proletarian
hierarchy, is too vague to give even a faint hope, there is no way
of knowing how long this mirrage of a fancied Heaven will retain its
spell over Russia, a land of an intellectually retarded people, given
to superstition, vague idealism, fanaticism and fear. Mentally
trained to accept the will of their masters, the Russians have for
centuries, accustomed themselves to a hierarchical dispensation,
the dominance of autocracy and the arrogance and cruelty of the
Slav aristocracy. The events that have transpired are mute testi-
monials that the Russians are little concerned who their masters
are: the Czars and the old Boyar tribes, or their proletarian dis-
possessors—they accept them and suffer with inbred stoicism,
muttering half audibly their protests, but are seemingly incapable
of planing and following a difinite course of action to attain a
government based on the popular will of the people.
Bolshevism is a fallacy. As a foundation for political govern
ment it possesses no constructive quality. Its claims cannot be
substantiated. Where it reigns there can be no freedom and
equality. Peace and prosperity are its natural enemies. It has
no appeal to the citizen who has learned to think for himself, but
it holds a charm for the unlettered and untrained. Agents of
Bolshevism have been sent everywhere. There are prospects of a
crop of it in America. The alien nationality colonies with foreign
thought and speech are furnishing an excellent mental soil for
the development ofiBolshevism. The only remedy against its in-
cursion in America lies in a broad program of adult immigrant
education and constructive training for citizenship. >
