IMMIGRANT TRAINING SHOULD BE AN
INTEGRAL PART OF PUBLIC EDUCATION
npHE MOST direct remedy against alien practices among im-
migrant people who have been legitimately admitted into
America lies in ADULT IMMIGRANT EDUCATION. When
public opinion has become sufficiently conscious of its importance,
it will be taken along AS AN INTEGRAL PART OF THE
AMERICAN SYSTEM OF PUBLIC EDUCATION. Whatever
good may be said of any volunteer plan, it cannot be gainsaid that
after we have granted every claim of the untrained volunteer a casual
checking up on the heralded accomplishments reveals irrefutable
‘evidence everywhere that the claims are insubstantial and little bet
ter than being an indictment of the whole system of untrained volun-
teer service in a cause of such vast importance to our country and
the unification of our people. Even the exponents of the volun
teer system, if pinned down to facts, will be forced to admit that it
permits and fosters too many novel innovations to make it a de
pendable force for an effective adjustment of the mental and moral
reservations, differences and prejudices, national, racial and re
ligious, which the immigrants have brought along. It is obvious that
these adjustments cannot be made unless we have trained teach
ers who are able to bring tact and knowledge into the work. This
is essential if the bulk of the immigrants are ever to cross the
nationality boundary and emerge into citizenship as converts to
the American idea of tolerance and good will.
The lawmakers in Oregon may have many vital matters to con-
sider, but none is more vital to the common good than the
adoption of the ADULT IMMIGRANT EDUCATION AND
AMERICANIZATION ACT. Under this act the State of Oregon
will be one of many states that are providing standard courses
of training for immigrant instruction and are placing the super
vision of such work in the departments of Public Education.
