Staff has reviewed policies of several cities that have successful art in public places programs to develop these guidelines and has been working with legal counsel to establish 21 this policy. Installing public art around the Sisters downtown commercial zone is part of the Prosperous Focus in the Sisters Country Vision. To move the program outlined in the Vision forward, the City needs a foundational policy to build upon. The guidelines presented allow the City flexibility in either developing an art in public places program in-house or working with outside enti- ties as staff time and funding allows. Council provided direc- tion to staff to move forward with adoption of policy and guidelines.
