events in COVID-19 response Elmer (Moe) L. Kleinke, Jr.
November 18, 1929 — April 12, 2020
" March 8: Governor Kate Brown declared a state of emer-
gency due to the novel coronavirus (COVID-19) outbreak in 
Oregon (Executive Order No. 20-03).
" March  16:  City  Manager  Cory  Misley  signed 
Administrative Order 2020-01 declaring a state of emergency 
related to the COVID-19.
" March 16: The City closed City Hall to the public and 
shifted staff into a telecommuting/staggered scheduling; can-
celed until further notice all advisory committee meetings; 
adjusted all Council meetings to over the phone; and, estab-
lished that water shutoffs would not be enforced. 
" March 24: The City communicated that open spaces in 
City parks will remain open as well as public restrooms in
those locations subject to social distancing of six feet mini-
mum; that Creekside Campground would not open in April as 
normal and would be closed until further notice; and, that the 
Cliff Clemens Park play structure and Barclay Park restrooms
were closed to public access. 
" March 25: The City Council adopted Resolution No. 2020-
06 declaring a state of emergency in response to the COVID-
19 pandemic; and authorizing the city manager to take actions 
necessary and appropriate to protect the health, safety, and wel-
fare of the City and City9s citizens.
" March  26: The  City  closed  the  Sisters  Recycle  Center 
after discussion with Republic Services concluding that curb-
side garbage, recycling, and yard debris collection would con-
tinue as normal (with some exceptions for large pickups) and 
Deschutes County would keep open their Northwest Transfer 
Station & Recycling Center (located on Fryrear Road).
" April 14: City Manager Cory Misley signed Administrative 
Order No. 2020-02 extending the COVID-19 state of emer-
gency declaration until May 13th (the first Council meeting 
date in May).
" April 14: City Manager Cory Misley signed Administrative 
Order  No.  2020-03  discouraging  tourist  travel  and  related 
activities to Sisters except for permitted essential travel effec-
tive until May 13.
" Sisters Country public partners (Sisters-Camp Sherman 
Fire District, City of Sisters, Sisters School District, Sisters 
Park & Recreation District, and Sisters Ranger Station) have 
been meeting on a weekly basis.
" Organized  by  the  Deschutes  County  Sheriff9s  Office 
Emergency Response Special Services Unit, regional public 
partners have been meeting on a weekly basis predominantly 
organized around the health emergency and response.
" Organized  by  the  State9s  Central  Oregon  Regional 
Solutions Center, cities, counties, and chambers have been 
meeting weekly to hear updates from the State and provide 
some input.
" Starting the week of April 25, the State began sharing draft 
information regarding Phase 1 re-opening. The County is tak-
ing this information and working towards creating a <COVID-
19 Recovery Framework= to present to the State for re-opening. 
" On May 13, the City Council will be discussing the steps 
the City has taken to this point and evaluating which measures 
to extend.
" City Manager Cory Misley states: <When in doubt, please 
call the City and we will do our best to direct you to the appro-
priate resource of information.=

Elmer (Moe) L. Kleinke, 
Jr., age 90, passed peacefully 
in  his  home  in  Sisters,  on 
April 12, with his family by 
his side.
He was born in Portland
on  November  18,  1929 
to  Elmer  and  Inez  (Price) 
Kleinke.  Elmer  grew  up 
in Salem, graduating from
Salem  High  School,  Class 
of  1947. After  a  short  time 
at  Oregon  State  College, 
he  entered  the  U.S.  Navy, 
stationed at Sandia Base in
Albuquerque, New Mexico, 
where  he  married  his  high 
school  sweetheart,  Patricia 
Dell Carver, before serving 
his country on the USS Coral 
Sea during the Korean War. 
After  his  honorable  dis-
charge  from  the  Navy,  the 
pull  to  return  to  Oregon 
brought  them  to  Portland 
where he began his 29-year 
career with the Bell System. 
Moe,  to  most  of  his  family 
and friends, worked in mar-
keting, public relations and
was  the  employment  man-
ager  for  Pacific  NW  Bell 
for the State of Oregon for a 
number of years.
Work  was  always  his 
hobby,  besides  spending 
time with family, friends, and 
many  pets  over  the  years,

Moving to Central Oregon 
had been a dream and when 
Patricia, his wife of 65 years 
passed  away,  he  joined  his 
daughter  Jan  and  husband 
Henry Failing, becoming
a  devoted  member  of  the 
Sisters community. He made 
fast friends joining the local 
chapter of Band of Brothers 
and  the  American  Legion. 
He  also  enjoyed  his  senior 
exercise class at Sisters Park
& Recreation District, where 
they  would  save  his  chair, 
waiting for him to return.
He could be found having 
breakfast with his cronies on 
Saturdays around Sisters. 
If Moe called you friend, 
you were a friend for life.
Moe  was  preceded  in 
death  by  his  wife,  Patricia; 
youngest  daughter,  Beth 
Angela; and his parents. 
He  is  survived  by  his 
daughters  and  son-in-laws 
Brenda and Tom Kneeshaw 
of Colfax, Washington, and 
Jan and Henry Failing of
Sisters; his sidekick, Bandit; 
sister-in-law Sharon Carver
