Man killed on
Cline Falls Highway
Radian moves Fire disgricg wins kudos
to Redmond for budgeg presengagion
A 69-year-old man lost
his life in an accident in front
of his home on Cline Falls
Highway east of Sisters last
Friday.
According to the
Deschutes County Sheriff’s
Office, deputies were dis-
patched to a reported vehicle-
versus-pedestrian crash in the
65400 block of Cline Falls
Highway on November 24,
at approximately 5:04 p.m.
The initial information from
dispatch was the male pedes-
trian was in the roadway and
a nurse was with him provid-
ing medical care.
An investigation at the
scene determined that Michael
R. Porter of Bend had crossed
Cline Falls Highway in front
of his residence to collect his
mail from the mailbox.
At about the same time, a
witness driving southbound
on Cline Falls Highway
observed Porter bent over
or kneeling in the middle of
Cline Falls Highway, possibly
collecting dropped mail. This
witness had nearly hit Porter
and was turning around to
return and check on him.
Lance J. Hitson of Bend
was driving northbound on
Cline Falls Highway in his
2002 Dodge pickup. Hitson
saw a southbound vehicle
flash its headlights at him,
then he heard and felt his vehi-
cle strike something. Hitson
saw Porter out his driver’s
side window and realized he

accessory maker Radian
Weapons is moving to
Redmond next month.
The Bulletin reported
Thursday that the move by
Radian makes it the seventh
firearms company in the city.

says the industry employs
about 30 people in the city,
but that number will double
with Radian’s addition.
Radian is best-known for
its Raptor charging handle, an
accessory that fits AR-15 car-
bine and M16 assault rifles.
But the company began pro-
ducing a complete AR-15 in
2015.

says despite a sharp decline
in gun sales since President
Trump was elected in 2016,
the company is anticipating
growth through its premium
accessories. Gun owners can
buy the accessories for about
$100 and use them to upgrade
inexpensive weapons.

on scene just moments after
Porter was struck and pro-
vided medical care, includ-
ing applying a tourniquet to
one of his legs. A Bend Fire
Department ambulance also
responded to the crash scene,
but medics determined Porter
was dead.
Hitson remained at the
scene of the collision and
cooperated with investiga-
tors. Neither alcohol nor dis-
tracted driving are believed to
have contributed to the colli-
sion, according to investiga-
tors. Porter’s dark clothing
and his position in the road-
way are being considered as
factors in the incident.
The Deschutes County
Sheriff’s Office was assisted
by the Oregon State Police,
the Bend Fire Department
and the Deschutes County
Road Department. Cline
Falls Highway in this area
was closed for approxi-
mately 3.5 hours during the
investigation.

District Finance Manager
Kay Johnson was also rec-
ognized with a Certificate
of Recognition for Budget
Preparation. The award is
presented by the GFOA to
those individuals who have
been instrumental in their
government unit achieving
a Distinguished Budget Pre-
sentation Award. Johnson
works with fire department
staff to prepare the annual
budget, which is approved by
a citizens’ budget committee.
The budget is then finally
adopted by the elected board
of directors.

The Sisters-Camp Sher-
man Rural Fire Protection
District has received the Dis-
tinguished Budget Presenta-
tion Award from the Govern-
ment Finance Officers Asso-
ciation (GFOA) for its 2017-
2018 budget. The Distin-
guished Budget Presentation
Award is the highest award
in governmental budgeting.
This is the second year in a
row the District has received
this award and is one of only
a handful of fire districts in
Oregon receiving the award
in 2017.
In order to receive the
budget award, the District
had to satisfy nationally rec-
ognized guidelines for effec-
tive budget presentation. The
guidelines are designed to
assess how well the District’s
budget serves as a policy
document, a financial plan,
an operations guide and a
communications device. The
