• Due to three recent colli-
sions caused by motorists fail-
ing to stop at the intersection
of West Barclay Road and
North Pine Street, new LED
flashing stop signs have been
installed on Pine on both sides
of the intersection. STOP
has also been painted on the
pavement on both sides of
the intersection. Motorists on
Pine must make a complete
stop, while those on Barclay
do not stop. One of the acci-
dents was due to distracted
driving.
• Landscape architect
Cameron McCarthy of
Eugene has been selected
to complete the landscap-
ing project for the Barclay/
Highway 20 roundabout.
Design work will be under-
taken this winter with con-
struction done next spring.
• Community Develop-
ment Director Patrick Daven-
port reported that Deschutes
County has approved disburs-
ing $10,000 to Sisters to help
cover the cost of an upcoming
“visioning” project. He is still
waiting to hear from the Ford
Family Foundation and the
Oregon Community Foun-
dation as to their decisions
regarding grant requests.
• Sisters City Council
recommended for approval
all local establishments that
applied for their annual
OLCC permits, after the
sheriff’s office reviewed and
approved them.
• At the August 30
Contract Review Board meet-
ing, a contract was awarded
to 7 Peaks Paving LLC in the
amount of $73,167.90 for the
East Cascade Avenue asphalt
overlay project running from
the intersection of N. Locust
Street and E. Cascade Avenue,
past the elementary school, to
where Cascade Avenue meets
Perit Huntington.
The project will consist
of a 1.5-inch grind and over-
lay. A raised tabletop cross-
walk will be installed at the
crosswalk across Cascade
Avenue at Maple Street,
where students cross every
morning and afternoon. There
will be pedestrian paths to
Rope Street on both sides of
Cascade. Although there will
be no separate sidewalk east
of Rope, there will be a stripe
on the north side of the street
denoting a pedestrian lane.
• Finance Officer Joe
O’Neill reported at last
week’s City Council meeting
that over fiscal year 2016-
17, which ended on June 30,
the City earned $15,454.94
in interest payments to the
Water System Development
Charges (SDCs) fund. The
budget amount projected
for the same period was
$4,365.77. Due to increases
in housing starts, the City col-
lected $417,285.78 in water
SDCs compared to a budget
projection of $121,934.35.
With $66,146.96 in interest
and SDCs collected in July,
the current total in the water
fund is $1,931,263.68.
