interpret in a mind-boggling
range of approach and
media. This year’s theme is
“Opening Doors.”
“It’s fun, family-friendly
and exciting,” said SFF
Creative Director Brad
Tisdel. He particularly urges
people to come out Friday
afternoon to enjoy the free
offerings.
“It’s an opportunity to
get to know one another
and celebrate the vibrancy
of our community,” he said.
“It’s fun, it’s connected, it’s
dynamic.”
Friday’s events commence
with a 4 p.m. parade on Hood
Avenue, where youth and
adults alike show off their
interpretations of the spirit of
the event. Students from all
three Sisters public schools
participate.
Donated artwork is dis-
played on Friday evening in
participating businesses dur-
ing the My Own Two Hands
Art Stroll. Many stroll loca-
tions feature live music.

Works through the art stroll.
Friday’s festivities climax
with a show at The Belfry at
7:30 p.m., featuring the roots/
Americana/rockabilly/coun-
try/cowboy blues of Petunia
and The Vipers. Petunia &
The Vipers thrives on the
challenge of adding Latin
rhythms to a country blues
tune, or gypsy flavoring to a
rockabilly standard. They’ll
get the crowd out on the
hardwood.
On Saturday night, the art
donated by dozens of Sisters-
based and regional artists

will be auctioned at an art
party at Ponderosa Forge and
Ironworks, which has lent its
industrial ambience to the
event for over a decade. The
art auction is sold out.
Proceeds from the week-
end’s events — which annu-
ally raise tens of thousands of
dollars — support the many
programs of Sisters Folk
Festival, which include the
musical education outreach
program The Americana
Project; the high school luth-
ier program, which teaches
students woodworking
skills and computer-assisted
design (CAD); support for
visual arts programs and
more.
SALEM (AP) — The
strong economy is making
it increasingly likely that
Oregon’s kicker law will be
triggered.
T h e R e g i s t e r- G u a rd
reports that would send hun-
dreds of millions of dollars
back to taxpayers, even as
lawmakers contemplate cut-
ting services to plug a $1.6
billion gap.
The kicker law was cre-
ated in 1979 as a check on
government growth. It’s trig-
gered when the state collects
at least 2 percent more than
anticipated during a two-year
budget cycle. When that hap-
pens, the additional money is
kicked back to taxpayers.
Personal income tax rev-
enues beat projections by
$208 million in the first three
months of 2017. If that trend
continues until the sum-
mer, the kicker will likely be
triggered.
Oregon taxpayers last got
their kicker in 2015, receiv-
ing an average refund of
$240. Before 2015, they had
gone eight years without a
rebate, due to the recession.
