Two decades of digging in Sisters
USFS seeks input on
reissuing permit

Mike Scherrer has had a
lot of jobs throughout his life.
He’s been a ski lift mechanic,
a fabrication welder, a car-
penter, a kayak instructor and
guide, and a bridge builder.
But there was always one tal-
ent he could rely on.
“I have this knack for run-
ning equipment,” Scherrer
said.
That’s been the basis of
his business, Cascade Bobcat
Service, which marked its
20th year of operation on
March 21. He received his
contractor’s license on that
day in 1997 when the busi-
ness was on Cloverdale Road.
It has now moved to Forked
Horn Drive, where Scherrer
has his shop and home.
He and his wife, La Cresa,
have been married for 30
years, and she takes care of the
company books and helps line
up clients. Her experience as
the former events coordinator
for the Sisters Area Chamber
of Commerce gave La Cresa
lots of contacts.
“We built the business to be
a home business,” Mike said.
“It’s a partnership between my
wife and I.”
Cascade Bobcat does all
kinds of excavating, from
trenching and tree removal to
grading for driveways or RV
pads. He also creates ponds
and berms.
“I can pretty much cover
any kind of dirt work,” said
Scherrer, who goes by the
nickname “Bobcat Mike” and
wears a silver ring in one ear.

System lands. Both applicants
need special-use road access
permits for standard ingress
and egress to their private
property.
There are two permits to
be considered: The first per-
mit is an existing special use
permit for road access across
NFS lands, which is currently
expired. The permit holder,
who is in compliance with our
current regulations, has con-
firmed their need to renew.
Permits are generally
authorized for a term between
one and 20 years, depend-
ing on the use. At the time of
expiration, a special-use per-
mit with a new term must be
reissued if the permit holder
wishes to continue the use.
The decision to reissue an
existing permit varies on a
case-by-case basis, and per-
mits are usually issued if there
is still a need and the holder
is in compliance with Forest
Service regulations.
The second permit from
Lake Creek LLC is request-
ing a special-use permit for
road access across NFS lands.

Although not previously per-
mitted by the Forest Service,
the new permit would include
a section of existing road;
no new construction or other
modifications are proposed.
The project would autho-
rize the reissuance of one spe-
cial-use permit and the issu-
ance of a new special-use per-
mit. No changes in operations
or new ground disturbance
would occur. Both permits
would be either issued, or
reissued for a standard period
of 10 years.
