Smith takes on Pentagon position

A disputed strip of property will be sold to the City of Sisters.
City, Marlows settle
over Main Ave. property
The City offered to pay
the Marlows $40,000 for the
25 feet, but they declined the
offer. The City responded by
removing the sidewalk and
parking spaces, on the advice
of the City’s insurance com-
pany attorney.
When the case went to the
Court of Appeals, the judge
ordered the Marlows to pay
their own legal fees.
The City has a sewer main
under Main Avenue that runs
right down the middle of the
25 feet. Because of that, it is
imperative that the City owns
the land. The Marlows have
now accepted the City’s offer
of $31,000, which will come
from the City’s sewer fund
and the street fund.
The City and the Marlows
have also agreed to a reim-
bursement agreement. If the
Marlows sell or improve
their property, they will pay
for the improvements made
by the City or make the
improvements themselves.
The property is currently on
the market.

The City of Sisters and a
Sisters property owner have
come to an agreement that
cleans up a seven-year-old
misunderstanding.
Seven years ago, believ-
ing the City owned a 25-foot
strip of property across Main
Avenue to the north of City
Hall, the city installed a side-
walk and parking spaces.
Dave and Sandy Marlow
of Sisters, who own the
lot that adjoins the 25 feet
where the improvements
were made, also believed the
City owned that strip, as did
the County and the surveyor
who years before had con-
ducted a survey. The new
sidewalk and parking spaces
matched the rest of Main
Avenue.
After discovering they
did, in fact, own the 25 feet,
the Marlows sued the City
for trespass — not for any
money, but to establish their
claim to the property.

Admiral Dixon Smith and
wife Kiki had anticipated
retiring in the fall of 2017
after serving 34 years in the
Navy. However, the Navy
changed both their minds,
having decided to move them
to the Pentagon to another
job.
Admiral Smith is the son
of Jim Smith, who resides
here in Sisters, and Mrs.
Glenn L. West of Lake
Oswego.
Admiral Smith is cur-
rently the Commander, Navy
In s t al l at i o n s C o m m an d
(CNIC), responsible for
maintaining and provid-
ing operational and quality-
of-life services across the
Navy’s 71 installations,
both here at home and
abroad. The Smiths reside
on the Washington Navy
Yard in Washington, D.C.,
where Smith also has his
office.
The U.S. Senate has con-
firmed the Chief of Naval
Operations’ (CNO) intent to
reassign Admiral Smith to
the Pentagon where he will
assume duties as Deputy
CNO for Fleet Readiness
and Logistics, known in
Navy talk as OPNAV N4. As
such he will be responsible
to the CNO for establish-
ing policy and determining
the resourcing requirements
for the Navy’s energy and
environmental programs,
logistics (bullets, beans,
spare parts, etc.), the Navy’s
Military Sealift Command
ships and shore infrastruc-
ture. The CNIC formal out-
going Change of Command
is set for March 31, at the
Washington Navy Yard.
Admiral Smith will assume
his new staff position shortly
thereafter.

U.S. Naval
Academy in
1983 at the
age of 22. He
has served
in command
13 of his 33
years of naval
service, to
include the last
11 consecutive

finally for the past 2-1/2
years as Commander,

Smith has been reassigned to the
Command.
There is no change of com-
mand in the naval tradition as
Admiral Smith assumes his
new responsibilities in the
Pentagon.
“I’ll just assume the
duties and responsibilities
sometime in April, 2017,” he
said. “As our consecutive 11
years in command have come
to an end, it’s been an amaz-
ing run that very few have
had the privilege to experi-
ence — an absolute honor for
both Kiki and me.”
