10 Wednesday, April 22, 2015 The Nugget Newspaper, Sisters, Oregon Hardtails to host Gillan fundraiser Hardtails Bar & Grill will host a memorial fundraiser to benefit the family of Shemiah Gillan all day on Saturday, May 9. Shemiah Gillan was killed April 12 in a motorcycle acci- dent, leaving a 3-year-old daughter Delaynie and his fiancé Aubrey Pepperling. “His little family, his par- ents, as well as the rest the Gillans are in need of help for the funeral costs and other expenses along the way,” Hardtails noted in a prepared release. “Your support will help Aubrey and the Gillan’s focus on Delaynie and their healing at this time of loss instead of the financial burden of this tragedy.” The event will feature live music from 1 to 4 p.m. by Liam Kyle Cahill. Cahill has a vivid descrip- tion of his music: “Imagine Mumford & Sons in bar room brawl with Bob Dylan at a punk rock concert.” The young troubadour’s photo provided Liam kyle cahill will play at hardtails Bar & Grill on saturday, may 9. adventurous spirit has carried him all over the U.S., around Europe, Asia, and down through Central and South America. “I’m a graduate of the University of Nevada, Reno, with a BS in hydrogeology,” Cahill told The Nugget. “I spent four-and-a-half years doing gold exploration as a geologist all over rural Nevada and Utah. I recently quit my job to pursue music full-time and travel around the country. By the time I get to Sisters I will have played over 50 shows this year and have plans to play 200 by the year’s end.” The Manic Mechanics will take the stage at 5 p.m. The Manic Mechanics are a Willamette Valley-based clas- sic rock outfit that has played Hardtails several times. The event is family- friendly till 9 p.m. city to send service contracts out for bid By sue stafford Correspondent City staff has asked for direction from the Sisters City Council regarding upcom- ing public-service contract expirations and whether they wanted to extend several of them or initiate new requests for proposal (RFPs). The City attorney, insur- ance agent of record, and audit services require three- year contracts with the option for one two-year extension. The City engineer contract for two years does not have an option for extension. The building inspection services contract is for two years with the possibility of one two-year extension. Councilor David Asson voiced his opinion that in the spirit of openness with the community, all expiring con- tracts should be put out for bid, not exercising the exten- sion option on any of them. Councilor Nancy Connolly, in checking with other cities, found many that put contracts out to bid for sure every five years, usually signing the con- tract for three years with one two-year extension possible. City Manager Andrew Gorayeb said that in the inter- est of best practices, all the contracts this time should require an RFP. City attorney, insurance agent, and City engineer contracts expire in June/July 2015. The current auditor RENT IT AT SISTERS RENTAL will complete the 2014/15 fiscal year. Building inspec- tor services contract expires December 31, 2015. The City Council inter- views applicants for the City attorney contract. For the other contracts, special com- mittees are formed to review RFPs. Drones over Sisters Library They’re watching you. On Sunday, May 3, at 1:30 p.m., right in front of the library there will be two small drones flown by Pete Rathbun and Brian Rios tak- ing GoPro photographs of folks entering the library to learn about Unmanned Aerial Vehicles (UAVS), also known as drones. That is, if the FAA, Department of Homeland Security, U.S. Department of Defense, U.S. Air Force, Oregon National Guard, Oregon State Police, Deschutes Public Library System, or the Sisters Library don’t shoot them down! The City of Sisters and Deschutes Country Sheriff’s office say it’s OK by them… Jim Anderson, local natu- ralist and author, will be talk- ing about drones and Radio Controlled (R/C) machin- ery of the air, ground and water. Anderson has been build- ing and flying R/C aircraft for years, and recently began using a Blade Quad, 4-rotor UAV to peek into golden eagle nests he couldn’t see into because of elevation and obstructions to count nest- lings and/or eggs. So far, the quad has never been attacked — but Anderson’s crashed it into a tree or two. Using the quad (flown by Anderson’s grandsons, Connor and Sam) for observ- ing eagle nests began as an innocuous part of a state-wide golden eagle research project being con- ducted by the Oregon Eagle Foundation to determine how many golden eagles abide and reproduce in Oregon. The library program is being offered under the aus- pices of the Friends of the Sisters Library (FOSL) as part of the Diane Jacobsen Speaker Series. Jacobsen, as many Sisters residents and Sisters Elementary School graduates will remem- ber, was one of those spe- cial teachers who was at the top of the crowd and loved by all who knew her. She lost a short and tough battle with cancer and is now honored by the FOSL speaker series honoring her work. Anderson and the pilots flying the drones over the library will be using the utmost care, and plan to download all the data from the GoPro cameras to show the attendees how they looked. Rod Moorehead will be there to demonstrate his pow- ered sailplane, along with other R/Cers with dirt track racers, and other aircraft.
